Programme Coordination Unit

The PCU is the central coordiantion unit to the Caspian Environment Programme. It is home to the Programme coordination and also to the management team of GEF supported project CEP-SAP .

From a practical standpoint, the PCU performs a number of functions:

Facilitates dialogue amongst the Caspian littoral countries and the international partners on Caspian environmental issues
Assist in networking between National Focal Points and National Coordination Structures in all five coastal countries (Azerbaijan, Iran, Kazakhstan, Russian Federation, Turkmenistan) and act as a Secretariat to the CEP Steering Committee;
Arranges regional meetings and events
Acts as the Interim Secretariat for the Caspian REgional Advisory Groups (RAGs)
Liaise with other projects , bodies and initiatives on the Caspian
Serves as the Communication Center for the CEP
Maintains the CEP Home Page and Caspian information system
Coordinates Data and Information Management within the CEP
Coordinate the activities of the International Partner projects ensuring maximum targeting of the NCAPs and SAP;
With the assistance of the National Coordinating Structures, prepare the reports on implementation of the NCAPs and SAP on a regular basis for the Steering Committee;
Assistance in capacity building within and among littoral countries;
Prepare progress reports (administrative and financial) concerning programme activities;
Disseminate information on policy, economic, environmental, scientific and technical issues related to the programme;
Coordinate international, multi-lateral and bi-lateral environmental activities in the Caspian, where appropriate; and
Assist in resource mobilization for the NCAPs and SAP.

The PCU staff consists of representatives of various countries and cultures.

The PCU was located right in the heart of Baku at the Government House, but has moved to Tehran in 2004 and currently is housed at:
