Officer BACKGROUND: The Global Water Partnership (GWP) is a worldwide network which has for over a decade successfully been supporting countries in their efforts to implement more equitable and sustainable management of their water resources. During this period, GWP focus has gradually expanded from global to regional, national and sub-national level. Created in 1996, the network spans over 65 countries in 13 regions, with its secretariat located in Stockholm, Sweden. For more information, visit www.gwpforum.org SCOPE OF THIS POSITION The position supports the Senior Network Officer for Eastern Africa, Southern Africa and the Mediterranean in the administration, monitoring and management of the Dutch and US (additional Programmes may be added) programs in the regions, working closely with the Finance Unit and Communications Unit. The position encompasses the following main areas: 1. Programme 2. Communications 3. Finance LOCATION: GWP Secretariat in Stockholm REGIONAL FOCUS: Global SPECIFIC DUTIES 1. Programme:  Support the NO in the administration of the restricted-funded programmes.  Lead dialogue with regional and country teams on programme, budgeting, work planning and on progress and financial reporting.  Assist in consolidating and preparing detailed work programme, budget and financial report.  Provide a question and answer service to the countries and regions on process, guidelines and reporting to improve work plans and reports.  In close coordination with Network Officers, ensure synergies between PAWD and other global, regional programmatic relevant activities.  Be familiar with and monitor adherence to donor agreements  Prepare periodic briefing reports on progress and results for network operations team, steering committee, TEC and donors.  Assist in the organization (preparation of agenda, budgeting, logistics and preparation of content of the sessions) of regional and global events related to the programmes (workshops, seminars, presentations, input to WWW and WWF, etc).  Assist in coordinating input of the reference group as well as other joint-reviews with donor / s designated for restricted Programmes.  Draft TOR and finalize contracts for short term consultancy input. Review and comment on consultants reports. - 2-  Assist in the programmatic closure of PAWD during 2010 that includes both financial, administrative and documentation requirements.  Monitor and assist in extending hosting agreement relating to restricted funding according to GWP procedures.  Participation in Network Operations processes and meetings. 2. Communications:  Assist in the coordination of knowledge management strategy closely with Communications Unit and Tool Box Officer.  Liaise and coordinate closely with regional programme managers and country managers to ensure timely and consistent two way communication.  Compile output and outcome based narrative reports from the regions and countries.  Ensure that outputs and outcomes are incorporated in GWP's regular communication tools and periodic documents. 3. Financial:  Assist in budgeting and budget updates based on regional, country and global expenditures and work plan revisions.  Advise and suggest on method and process for allocation of expenses on to PAWD, together with Network officers, Head of Finance and Deputy ES.  Liaise closely with the Finance Unit to ensure complete understanding of quarterly financial reports and implications thereof.  Liaise closely with regional/country teams and Host Institutions to secure sufficient cash flow management and timely requests for funds.  Work closely with Finance Unit to ensure adaptation to requirements for financial reporting and guidelines such as audits, asset registers etc.  Consistency and quality control regional/country reports - provided by the Finance Unit who receive, initially control and submit the reports to the SPA.  Assist Finance in follow-ups on activities, budget deviations and financial/audit issues.  Secure timely donor reports in accordance with donor requirements.  Assist in the financial closure of PAWD during 2010. QUALIFICATIONS AND EXPERIENCE  A minimum of three years experience, preferably five, in project management of development cooperation programmes.  Experience in administration of projects (work planning, budgeting, financial monitoring and progress and financial reporting).  Works well as a member of a team and is able to work under tight deadlines  Comfortable with worksheets and spreadsheets.  Good communication and excellent inter-personal skills with cultural sensitivity and diplomatic skills.  Ability to perform well in changing work environment and able to deal with occasional ad-hoc decisions and/or overlap of responsibilities with other team members.  Excellent command of spoken and written English . Desirable experience:  Experience in Water Sector (Water Resources Management).  Knowledge of work environment of networks.  Experience working closely with programmes in Sub-Saharan Africa.  Experience in communications.  Experience in organizing meetings and workshops (logistics, agendas and budgets).  Fluency in French. - 3- GWP offers a contract for the project duration which has a deadline of March 2010.
