ࡱ> ^`]'` -%bjbj{P{P 4P::-$2haaa12323232323232$04h6W2@'aa@'@'W2l2 )))@'r12)@'12)):/t/z QY'(:/ u02<2/RL7(L7//L70ta)k"o$aaaW2W2)aaa2@'@'@'@'D _____________________________________________________________ SKADAR SHKODER LAKE COMMISSION AD HOCK WORKING GROUP FOR PROMOTION, TOURISM AND PUBLIC OUTREACH MINUTES OF THE 2nd MEETING Place of the meeting: National Park Skadar Lake premises, Vranjina Date: 16th April 2010 The Agenda of the Meeting 11.00.- 13.00 Revitalization of the selected cultural monument in Montenegro and in Republic of Albania through Lake Skadar Shkoder Integrated Ecosystem Management Project (LSIEMP) Discussion on LSIEMP Public Awareness Plan for 2010 Agenda Point 1 As an introduction, Viktor Subotic elaborated that through the Project, certain amount funds are allocated for revitalization of the selected cultural monuments from both countries Montenegro and Republic of Albania. The task of the working group is to propose which monument would be most appropriate for financing revitalization activities under LSIEMP Project. Lejla Abdic Djokovic pointed out that fortification of Besac, in settlement Virpazar would be proposal for the monument from Montenegro. Namely, for the reconstruction/revitalization of this object 500.000 EUR is approved by European Commission (EC), for civil works. This grant is implemented by Ministry of Culture of Montenegro. However, as a state contribution, preparation of project design and supervision should be financed. Merging of the LSIEPM funds for mentioned activities with grant from EC (which should be operational until the end of 2010) would allow completing of revitalization of Besac fortification, which has several advantages, such as: clear ownership (owned by state), location (very near to the biggest settlement in NP Skadar Lake), so easily can be used for promotion and as tourist attraction. Combination of different sources for funding should be confirmed by Ministry of Foreign Affairs. If another cultural monument would be chosen, unsolved ownership of the property could be a problem. Diana Bejko stated that development of eco-tourism is very important for development of local communities and it does not have significant impact on nature. Fortress of Rozafa in Shkodra, which is oldest and biggest cultural monument in Lake area should be priority in Republic of Albania. It should become main point for tourism development. Beside Rozafa fortress, there are two small churches from beginning of last millennium, which were not reconstructed, due to the lack of funds. Promotion of the cultural heritage should be supported by the all national and international stakeholders. Mr. Petrit stated that LSIEMP Project should address to the smaller facilities too, as old houses in both Republic of Albania and Montenegro (e.g. in settlement Zogaj or Virpazar). From his point of view, all partners should consider revitalization of cultural objects from smaller ones to the ones of huge importance. Agim Shimaj replied that World Bank will actually co-financed reconstruction of selected cultural monument, but which are public ones, not privately owned houses. Working group should give proposals, and it will be further elaborated by experts from both countries, so that final decisions could be made. Representative of Municipality of Shkodra expressed his view that he is supporting revitalization activities on Rozafa fortress, but it should be clearer defined what will be actually done: e.g. reconstruction of the infrastructure around the fortress, reconstruction of the entrance road to the fortress, lightening, signalization. Agenda Point 2 An introduction was given for the LSIEMP Public Awareness Plan for 2010, which was sent to the members of the WG in advance. Discussion was initiated with purpose to provide final comments and suggestions on the presented Plan, which will be sent to the World Bank for approval. Nela Vesovic Dubak stated that, since 2010 is International Year of Biodiversity, National Park Skadar Lake is organizing several activities related to that subject. For example, on 24th May, NP SL will organize activities in regards to the celebration of the European Parks Day, so there is possibility to create partnership. Also, there are activities conducted by other organizations/institutions (e.g. Academies of Sciences and Arts from both countries), where Project could contribute too. Also, she supported idea of organizing eco camps, where REC has significant experience. Her proposal was to organize operational team which will gather representatives from both countries, who will further on elaborated Public Awareness Plan. Lejla Abdic Djokovic pointed out that Festival of Culture and Nature, which is organizing under Council of Europe Pilot Project for development of Local Communities (implemented by Ministry of Culture of Montenegro), could be inserted into Public Awareness Plan, as joint MN-AL activity. Diana Bejko expressed her opinion that public awareness activities should be joint, with joint logo and motto. It would improve Project visibility, and have huger impact on local communities. Main topics should be related to environmental education, awareness raising and activities related to cleaning of the solid waste in the Lake vicinity. It would be most efficient if one organization would conduct foreseen activities. Also, she proposed that organizing of cross border Lake cruising could be conducted on 25th September, instead as planned in June. She confirmed that REC has significant experience in eco camps organizing. Viktor Subotic stated that Ministry of Spatial Planning and Environment conducting wide action of cleaning the Lake, after winter floods. However, it would be good if certain support could be provided from the Project, namely providing materials for cleaning (gloves, bags, boots, rakes). Actual cleaning/collecting of solid waste would be done by volunteers from both countries. Diana Bejko supported the proposal, stating that REC organized similar activities with pupils from elementary schools in Shkodra region. Materials for conducting of cleaning activities should be provided. At the end of discussion, organizing of operational team for improving of presented Public Awareness Plan was supported. CONCLUSIONS: WG on tourism, promotion and public outreach identified two cultural monuments as highest priority to be revitalized through the Project: fortification Besac in Montenegro and Rozafa fortress in Republic of Albania. Further and final elaboration should be done by the relevant experts from both countries. Operational team for improvement of the presented Public Awareness Plan was established, composing of three members from each country. Team should provide inputs until April 30th, in order to send the Plan to the Bank for final approval.
