The High-level forum “Toward a
better future: Redefining the ICT sector in the
Americas” will take place on March 8, 2010, in
Mexico City, Mexico. This forum is
divided into conferences and panel discussions that
will address critical issues of the information and
communication technology (ICT) sector in order to
provide support for the competitiveness and economic
and social development of the Americas. The goal is
to do an analysis of advanced e-development
strategies that take particular account of policies
and regulations necessary to identify, promote, and
generate areas for growth and investment in today’s
interconnected world. |

Reestablishment of
telecommunications in Haiti |
|
The Secretariat of the
Inter-American Telecommunication Commission (CITEL)
after the massive earthquake that hit Haiti on the
evening of Tuesday, January 12th, established a
joint task force with the Federal Communications
Commission (FCC) of United States to work on
telecommunications for disaster relief and
assistance in Haiti. The task force is
coordinating the many offers of telecommunications
support to Haiti received by both CITEL and the FCC.
The task force compiled
information about needs of telecommunications
equipment and donations and other offers;
coordinating with other involved agencies to
identify the most pressing needs and logistical
problems to be tackled. In addition, it identified
regulatory and spectrum related issues and
appropriate solutions; and is cooperating with
governments, private sector, authorities and local
operators to facilitate the immediate
reestablishment of telecommunications capabilities
where required. |

Seminar on Spectrum
Requirements for Broadband Deployment

On November 9, 2009, was held the
Seminar on Spectrum Requirements for Broadband
Deployment in Washington, DC, United States. At this
Seminar, the following topics was discussed:
• Status of mobile broadband
deployments: A current market update will be
provided on North, Central and South America
networks as well as a worldwide snapshot.
• Mobile broadband spectrum
requirements: The seminar presenters will discuss
how the increasing demand for mobile broadband
applications and the great variety of powerful
mobile devices require a quick response from the
wireless operators that will need to maximize the
spectrum available. Seminar presenters will also
discuss the spectrum requirements and
recommendations for the near future found in ITU-R
Report M.2078, “Estimated spectrum bandwidth
requirements for the future development of IMT-2000
and IMT-Advanced”.
• Market Analysis: We will study
the effects of spectrum policy and regulations
including spectrum licensing, the spectrum caps
impact, the effects of regulations on innovation and
technical efficiency of networks and some spectrum
practices outside the Americas.

Guidelines to
facilitate the deployment of integrated mss systems
in the Americas |
|
An integrated MSS system is a system employing a
satellite component and ground component where the
ground component is complementary to the satellite
component and operates as and is an integral part of
the MSS system. In such systems the ground component
is controlled by the satellite resource and network
management system. Further, the ground component
uses the same portions of MSS frequency band as the
associated operational mobile-satellite system. |

The Working Group to prepare for
WRC-12 of the Permanent Consultative Committee II
has as terms of reference:
a. To develop common positions and draw up
Inter-American proposals on issues related to
Radiocommunication and Broadcasting to be addressed
by World and/or Regional Conferences convened under
the aegis of the International Telecommunication
Union (ITU).
b. To coordinate relations and the exchange of
information with other Regions on issues under its
responsibility.
c. To coordinate CITEL’s work during Regional and
World Radiocommunication Conferences.
d. To coordinate topics of mutual interest with
other PCC.II Working Groups.

are fellowships to participate at the 38th meeting
