Third Exchange Programme, April 29-30, 2010, in Istanbul, Turkey

You are invited to participate in the Third Exchange Programme, organised by the secretariat of the Environmental Compliance and Enforcement Network for Accession (ECENA) in cooperation with the Turkish Ministry of Environment and Forestry.

The Third Exchange Programme will focus on candidate countries and potential candidates for EU membership. As in previous such events (held in Ohrid in 2009 and in Zagreb in 2010), the aim is to consolidate the learning experiences provided by ECENA and IMPEL and to explore new, collaborative ways in which the beneficiary countries can implement those lessons, both nationally and regionally. It is expected that this informal approach will contribute to the establishment of a regional outlook on environmental law enforcement.

Topics likely to be covered during the exchange programme include:

  • Key points related to permitting and inspections in Turkey
  • EU member states' experiences in permitting in the food processing industry
  • Permitting conditions in the food and drinks sector
  • NECEMA and IMPEL activities
  • A site visit

Participants will come from the national authorities responsible for the enforcement of environmental law in ECENA beneficiary countries:  Albania, Bosnia and Herzegovina, Croatia, Kosovo (as defined by the UNSCR  1244), the former Yugoslav Republic of Macedonia, Montenegro, Romania, Serbia and Turkey.

The exchange programme will take place in Istanbul, Turkey, on April 29-30, 2010. The network coordinators from the respective ECENA member countries are expected to nominate two participants with experience in inspection and permit writing, and with a good working knowledge of English.
