RECOMMENDATION CONCERNING THE APPLICATION BY THE BALTIC SEA STATES OF THE MEPC GUIDELINES ON THE PROVISION OF ADEQUATE RECEPTION FACILITIES IN PORTS

THE COMMISSION,

 

RECALLING Article 7 of the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1974, (Helsinki Convention), as well as Paragraph E of Regulation 4, Paragraph H of Regulation 5, Paragraph E of Regulation 7 and Paragraph E of Regulation .8 of Annex IV to that Convention, concerning reception facilities in the Baltic Sea Area;

 

RECOGNIZING the difficulties of the Contracting Parties to the Helsinki Convention in evaluating the adequacy of reception facilities to meet the needs of ships;

 

NOTING that the Marine Environment Protection Committee (MEPC) has adopted Guidelines on the Provision of Adequate Reception Facilities in Ports,

Part I   - Oily Wastes (MEPC VI/17, Annes III),

Part II - Residues and Mixtures containing Noxious Liquid Substances (BCH V/19, Annex 2),

Part III - Sewage (MEPC VIII/17, Annex III) and

Part IV - Garbage (MEPC IX/17, Annex II)

to assist Governments in implementing the requirements of the International Convention for the Prevention of Pollution from

Ships, 1973, as modified by the 1978 Protocol (MARPOL);

 

NOTING FURTHER that the Baltic Sea Area is defined in MARPOL as a special area,

 

RECOMMENDS that the Governments of the Contracting Parties to the Helsinki Convention

a)     should apply the relevant parts of the Guidelines in imple­menting the requirements of the Helsinki Convention rela­ting to the reception of oily wastes, residues and mixtures containing noxious liquid substances, sewage and garbage;

b)     should, as appropriate, further study problems related to the provision of adequate reception facilities, especially those problems which are particular for the Baltic Sea Area, such as the amount of accumulated bilge water and other wastes to be received from ships of various sizes, taking into account, as far as the reception of residues and mixtures containing noxious liquid substances is con­cerned, the bulk chemical trade in individual ports;

c)   should circulate the results of these studies to the other­ Contracting Parties to the Helsinki Convention.
