HELCOM RECOMMENDATION 1/3 

adopted 5 May 1980 having regard to Article 13, Paragraph b) of the Helsinki Convention 

RECOMMENDATION CONCERNING THE ADOPTION BY THE BALTIC SEA STATES OF THE INTERNATIONAL MARITIME DANGEROUS GOODS CODE

THE COMMISSION,

 

MINDFUL of the need to establish standards of safety within the cargo transportation industry to protect the equipment and personnel involved, the marine ecosystem and the human environment,

 

CONSCIOUS of the need to facilitate the transfer of cargo between different transportation modes and between different states,

 

NOTING Paragraph A - concerning the application of suitable uniform rules for the carriage of harmful substances in packaged forms etc. - of Regulation 6 of Annex IV to the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1974, (Helsinki Convention),

 

RECALLING the provisions of Chapter VII of the International Convention for the Safety of life at Sea, 1960, on the carriage of dangerous goods on ships, as well as IMCO Assembly Resolutions A.81(IV), A.120(V), A.230(VII), A.299(VIII) and A.345(IX) concerning approval of the International Maritime Dangerous Goods Code and related matters,

 

BEARING IN MIND the circular of the Marine Environment Protection Committee (MEPC) of IMCO on the Inclusion of Pollutants in the International Maritime Dangerous Goods (IMDG) Code (MEPC/Circ. 78),

 

RECOMMENDS that Governments of the Contracting Parties to the Helsinki Convention which have not yet done so, adopt the International Maritime Dangerous Goods Code, together with its Annexes, as the basis of their national regulations on this matter, so as to ensure harmonization of national regulations within the Baltic Sea Area, as well as safe and unobstructed international transport of dangerous goods.
