HELCOM RECOMMENDATION 4/2 

Adopted 1 February 1983, having regard to Article 13, Paragraph b) of the Helsinki Convention 

RECOMMENDATION ON THE USE AND RECOGNITION OF THE REVISED FORMS OF INTERNATIONAL OIL POLLUTION PREVENTION (IOPP) CERTIFICATE AND OIL RECORD BOOK AGREED BY THE INTERNATIONAL MARITIME ORGANIZATION (IMO) (MEPC/Circ.99) 

THE COMMISSION,

 

CONSIDERING that certification and the keeping of Oil Record Books is furthering the aims of Regulation 4 of Annex IV to the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1974, (Helsinki Convention),

 

NOTING that the Maritime Working Group at its 6th meeting had agreed that the Oil Record Book currently in force internationally should also be used for the purposes of the Helsinki Convention,

 

NOTING ALSO that the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78), will enter into force 2 October 1983,

 

ACKNOWLEDGING that the Marine Environment Protection Committee (MEPC) of IMO at its 17th session agreed on revised forms of IOPP Certificate and Oil Record Book, and in document MEPC/Circ.99 recommended their use in lieu of the forms presently contained in Appendices II and III to Annex I of MARPOL 73/78,

 

RECOMMENDS that the Governments of the Contracting Parties to the Helsinki Convention use and recognize the revised forms contained in MEPC/Circ.99, as from 2 October 1983.
