HELCOM RECOMMENDATION 6/10

Adopted 13 March 1985 having regard to Article 13, Paragraph b) of the Helsinki Convention

RECOMMENDATION CONCERNING THE APPLICATION BY THE BALTIC SEA STATES OF IMO RESOLUTION A.544(13) ON STANDARDS FOR PROCEDURES AND ARRANGEMENTS CALLED FOR BY ANNEX II OF MARPOL 73/78

THE COMMISSION,

 

RECALLING the provisions of Regulation 5 of Annex IV to the Convention on the Protection of the Marine Environment of the Baltic Sea Area, (Helsinki Convention), concerning noxious liquid substances,

 

RECALLING FURTHER HELCOM Recommendation 5/4 concerning the implementation of Regulation 5 of Annex IV to the Helsinki Convention,

 

RECOGNIZING that the Assembly of _IMO has adopted at its 13th session Resolution A.544(13) on Standards for Procedures and Arrangements called for by Annex II of MARPOL 73/78, as contained in the Annex to the Resolution,

 

RECOGNIZING FURTHER that the Assembly of IMO has requested the Marine Environment Protection Committee (MEPC) to adopt any revision to the Annex to the Resolution not later than at its 21st session in Spring of 1985,

 

NOTING that Administrations of the Baltic Sea States, pursuant to Sub-Paragraph 4.a) of Paragraph F of Regulation 5 of Annex IV to the Helsinki Convention should approve precleaning procedures for chemical tankers carrying Category A Substances,

 

NOTING FURTHER that Administrations of the Baltic Sea States pursuant to Sub-Paragraph 2.c) and 3.b) of Paragraph D of Regulation 5 of Annex IV to the Helsinki Convention should approve procedures and arrangements for discharge and washings onboard chemical tankers carrying Category B or C Substances,

 

RECOMMENDS that Governments of the Contracting Parties to the Helsinki Convention as from 1 January 1986 should apply the Standards for Procedures and Arrangements called for by Annex II of MARPOL 73/78, as contained in the Annex to IMO Resolution A.544(13), and revised by MEPC 21; and

 

RECOMMENDS FURTHER that Governments of the Contracting Parties to the Helsinki Convention should inform the Commission and IMO on experience gained when implementing this Recommendation.
