Hard talking over new Baltic plan

Baltic Sea states have inched towards agreement of a wide-ranging new environmental action plan in three hard-fought days of talks that ended Wednesday.

Chairman of the Baltic protection commission, Mieczyslaw Ostojski, called the plan "nearly complete", highlighting progress made on maximum allowable pollution inputs and subsidiary national targets.

Helcom estimates that phosphorus inputs must be cut by 42 per cent and nitrogen by 18 per cent for the Baltic to be restored to good ecological status by 2021.
