EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is a follows: A. Joint activities conducted by Albanian team: Selection and contract negotiations with the new Lake Commission (LC) Secretary were completed. He has a vital role in facilitating of the transboundary cooperation and strategic communication on the overall Lake protection management objectives, and serves as a coordinating body between the LC, the 4 working groups, both Governments, donors and lake communities. The Lake Commission held its second meeting in Montenegro, and several topics were discussed including the problems around the lake due to floods. A new MoU between both Ministries on the overall regional cooperation on environmental sector management in line with EU integration including Joint Lakes Development will be signed no later than end-July 2010. Starting from January 2010, the WGs have met several times and have reviewed several TORs such as: On Hydrological Model, Joint Public Awareness, Legal Framework harmonization, Monitoring program, fishery plans etc. The WGs are now operating normally The first donor meeting was organized by the SLC Secretariat in Shkodra on May 24, 2010. The participants presented their respective project activities and shared experiences with a view to avoiding duplication and promoting collaboration on both side of the lake. It was agreed that these meetings should be organized at least bi-annually and the next donor meeting will take place in September 2010. The inception and progress reports of the Social Economic assessment were submitted to the implementing Ministry and PIU, Agreement was reached between Albania and Montenegro for the division of funds on transboundary monitoring equipments, The need for a joint fishery assessment was discussed in the WGs, SLC and agreed with the WB, The main directions for legal framework harmonization were discussed in the WGs, The main activities for public awareness and tourism promotion campaign were discussed and agreed in the WGs A study tour with the Lake Commission was conducted in Lake Konstance in Germany, Switzerland and Austria. B. National Activities conducted by Albania team, Inventory on Cultural Heritage was completed, Business Plan for the FMO was completed, Design on restoring lake tree groves was completed Guide on fishery was completed. A full proposal of Shkodra Municipality for the refurbishment of the cultural heritage site was submitted to the Bank. Draft ToRs for the design of stream bank erosion control were submitted but new options were requested by the Bank. A consultant company was selected to prepare the Management Plan for the PA. TORs on illegal fishing survey were prepared and this activity will be carried out during July 2010 to compare it with the previous survey carried out in 2006 National Activities in Montenegro II. The techniques for sampling and analysis methods were done according to the Standard Methods, APHA 1998 and ISO 6107-2: 1989. Nutrients samples were analyzed according to the Standard Methods, APHA 1998 by using Shimadzu UV VIS, SPECTRUM 2401PC spectrophotometer. Bacteriological analyses are performed in accordance with European Standards Methods and Standard Method WHO. 72 water samples were tested for physico-chemical parameters. The temperature ranged from 14.1-28.2 C and pH values ranged from 8.1 to 8.5. This alkaline pH is a result of the presence of carbonates and bicarbonates in high concentration in Shkodra Lake. These results show that Shkodra Lake is a favored environment for the living flora and fauna. The DO values ranged from 6.7 - 9.7 mg\l or 82.3 % - 111 %. The DO concentration was depending from the changing of temperatures. The lower DO concentrations were in summer when the temperatures of water were highest. The results of conductivity changed from 215-232 S\m. The average values of NH4-N ranged from 0.025-0.05 mg/L (Fig 2), and the levels of NO3-N ranged from 0.18-0.27 mg/L (Fig. 3) The average of fecal coli forms was from 101-102 cfu/100ml in Buna, Zogaj, and Livadhet during June, July, September and October.(Fig. 5). According to the degree of total coli forms the water can be classified as good to moderate. (Fig.4). From the results taken during this study we can resume that the quality of the Shkodra lake water is good according to the European Community Standards. According to the physical-chemical analyses water quality of Lake Shkodra can be classified as good. According to the microbiological parameters analyzed and EU-Directive for surface waters (Quality of Bathing Water 76/160/EEC), Lake Shkodra results with slight pollution, fecal coli forms (100-2000 cfu/100ml) and total coli forms (100-500 cfu/100ml). I and in most cases G-values of the EU-directive on bathing waters for total coli forms and fecal coli forms were met. The cleanest point resulted was Middle lake and the most problematic point regarding both chemical and microbiological parameters was Buna, because of the discharging of sewages of the municipality, which has an impact to the water quality in particular areas of river Buna. III. Comments and suggestions were collected, and it is in process for approval from the side of the Banks team. It is expected that procurement process will start early June. Equipment for targeted transboundary monitoring program purchasing of titled equipment was discussed at Working Group on Monitoring and Researches meeting, which was held on 12th February. It was agreed that following options could be used in order to complete this procurement: to procure urgently needed laboratory equipment for University of Shkodra, as a priority, and later on (once Joint Lake Monitoring Program will be developed), to procure certain equipment for institutions dealing with Lake monitoring in Montenegro. However, precise funds sharing for each country should be agreed. Designing of predictive hydrological model for Lake watershed area procurement procedure (Quality-cost based selection methodology) for this joint activity started on February 1st. Sixteen application were received, and based on evaluation criteria defined in Request for Expression of Interest, 6 companies/consortiums are shortlisted. Request for Proposal was sent to the short-listed companies/consortiums on May 12th. Deadline for submission of proposals is June 11th. The estimated start of the consulting services is September 2010, for an approximate duration of 9 months. Component 2 1. Pilot renovation of cultural sites/visitor centers it was suggested at Working Group on Promotion, Tourism and Public Outreach meeting held on April 16th, that funds for revitalization of the cultural monument in Montenegro should be allocated for fortification of Besac, in settlement of Virpazar. This idea was supported by Ministry of Culture, given the fact that 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. In this case, funds from the LSIEMP Project would be used for the project design development. Component 3 Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. ToR for Feasibility Study and Detail Design was prepared and approved by the Bank. Procurement procedure in accordance with national Law on Public Procurement started on April 7th, with deadline on May 10th. Three applications were received, and evaluation process of proposals is underway. A final decision for the selected firm will be made by June 15, 2010. During WB Mission conducted from May 20-27, meeting was held on May 26 with Chair with of the Evaluation Committee from the Ministry, Ms. Snezana Didanovic. Mission members raised as issue that none of the applied companies do have relevant experience in constructed wetland technologies design, and that presented fact should be taken into account. Ms. Didanovic stated that request for clarifications in this regard will be sent to all bidders, in order to provide relevant information and conclude evaluation process. It is expected that selected consultant will start with actual work during July 2010. Main design should be prepared until February 2011. As far as EIA document is in question, based on national regulations, it should be done for main design. KAP Studies on waste inventory, site investigation, option analyses and feasibility study procurement procedure (Quality-cost based selection methodology) for this activity started on February 1st. Twelve application were received, and based on evaluation criteria defined in Request for Expression of Interest, 6 companies/consortiums are shortlisted. Request for Proposal was sent to the short-listed companies/consortiums on May 12th. Deadline for submission of proposals is June 18th. It is expected that the selected Consultant will start the service in September 2010. KAP International Technical Adviser (ITA) Assignment KAP ITA consultant conducted second field visit in period May 3rd May 14th. Main topics covered during second visit was related to capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, starting of development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public in wider scope. IIIb FINANCIAL MANAGEMENT For the purposes of LSIEMP Project implementation, Special Account was opened in commercial bank (Crnogorska Komercijalna Banka Podgorica). Initial deposit of 200.000 EUR is operational from February 2009. Since Project became effective, until May 15th, EUR 160,542.85 of grant funds were spent. IV. OPEN ISSUES (Albania) Issues which need to be addressed are as follows: IVa JOINT ACTIVITIES Equipments for Joint Monitoring. There is a need for a discussion and agreement in principle for the division of funds allocated for equipments for joint monitoring. This should be clarified during the WB Mission in May 2010. Legal Framework Harmonization and integrating role of the Commission into national legislation This should be discussed with respective project directors because they represent the Ministries and can provide input for their needs on legal framework harmonization on where the Project and the WGs could focus. IVb PROJECT IMPLEMENTATION IN REPUBLIC OF ALBANIA Different equipments for Fishermen Organization support (Point 26 of the PP). Final decision should be made between the Bank and the MOEFWA. This decision should be conveyed to the FMO. Equipments to Enhance Lake Protection Enforcement Capacity (Point 28 of the PP). Final decision should be made by the MOEFWA on the list of equipments which according to approximate cost estimates should be within the allocated budget of US$100,000. Pilot renovation of cultural sites (Point 24 of the PP). Final decision should be made by the Bank on the proposal of the Municipality for the rehabilitation of the Municipality building which is a cultural monument of the first category. EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is a follows: A. Joint activities conducted by Albanian team: Selection and contract negotiations with the new Lake Commission (LC) Secretary were completed. He has a vital role in facilitating of the transboundary cooperation and strategic communication on the overall Lake protection management objectives, and serves as a coordinating body between the LC, the 4 working groups, both Governments, donors and lake communities. The Lake Commission held its second meeting in Montenegro, and several topics were discussed including the problems around the lake due to floods. A new MoU between both Ministries on the overall regional cooperation on environmental sector management in line with EU integration including Joint Lakes Development will be signed no later than end-July 2010. Starting from January 2010, the WGs have met several times and have reviewed several TORs such as: On Hydrological Model, Joint Public Awareness, Legal Framework harmonization, Monitoring program, fishery plans etc. The WGs are now operating normally The first donor meeting was organized by the SLC Secretariat in Shkodra on May 24, 2010. The participants presented their respective project activities and shared experiences with a view to avoiding duplication and promoting collaboration on both side of the lake. It was agreed that these meetings should be organized at least bi-annually and the next donor meeting will take place in September 2010. The inception and progress reports of the Social Economic assessment were submitted to the implementing Ministry and PIU, Agreement was reached between Albania and Montenegro for the division of funds on transboundary monitoring equipments, The need for a joint fishery assessment was discussed in the WGs, SLC and agreed with the WB, The main directions for legal framework harmonization were discussed in the WGs, The main activities for public awareness and tourism promotion campaign were discussed and agreed in the WGs A study tour with the Lake Commission was conducted in Lake Konstance in Germany, Switzerland and Austria. The techniques for sampling and analysis methods were done according to the Standard Methods, APHA 1998 and ISO 6107-2: 1989. Nutrients samples were analyzed according to the Standard Methods, APHA 1998 by using Shimadzu UV VIS, SPECTRUM 2401PC spectrophotometer. Bacteriological analyses are performed in accordance with European Standards Methods and Standard Method WHO. 72 water samples were tested for physico-chemical parameters. The temperature ranged from 14.1-28.2 C and pH values ranged from 8.1 to 8.5. This alkaline pH is a result of the presence of carbonates and bicarbonates in high concentration in Shkodra Lake. These results show that Shkodra Lake is a favored environment for the living flora and fauna. The DO values ranged from 6.7 - 9.7 mg\l or 82.3 % - 111 %. The DO concentration was depending from the changing of temperatures. The lower DO concentrations were in summer when the temperatures of water were highest. The results of conductivity changed from 215-232 S\m. The average values of NH4-N ranged from 0.025-0.05 mg/L (Fig 2), and the levels of NO3-N ranged from 0.18-0.27 mg/L (Fig. 3) The average of fecal coli forms was from 101-102 cfu/100ml in Buna, Zogaj, and Livadhet during June, July, September and October.(Fig. 5). According to the degree of total coli forms the water can be classified as good to moderate. (Fig.4). From the results taken during this study we can resume that the quality of the Shkodra lake water is good according to the European Community Standards. According to the physical-chemical analyses water quality of Lake Shkodra can be classified as good. According to the microbiological parameters analyzed and EU-Directive for surface waters (Quality of Bathing Water 76/160/EEC), Lake Shkodra results with slight pollution, fecal coli forms (100-2000 cfu/100ml) and total coli forms (100-500 cfu/100ml). I and in most cases G-values of the EU-directive on bathing waters for total coli forms and fecal coli forms were met. The cleanest point resulted was Middle lake and the most problematic point regarding both chemical and microbiological parameters was Buna, because of the discharging of sewages of the municipality, which has an impact to the water quality in particular areas of river Buna. III. Equipment for targeted transboundary monitoring program purchasing of titled equipment was discussed at Working Group on Monitoring and Researches meeting, which was held on 12th February. It was agreed that following options could be used in order to complete this procurement: to procure urgently needed laboratory equipment for University of Shkodra, as a priority, and later on (once Joint Lake Monitoring Program will be developed), to procure certain equipment for institutions dealing with Lake monitoring in Montenegro. However, precise funds sharing for each country should be agreed. Designing of predictive hydrological model for Lake watershed area procurement procedure (Quality-cost based selection methodology) for this joint activity started on February 1st. Sixteen application were received, and based on evaluation criteria defined in Request for Expression of Interest, 6 companies/consortiums are shortlisted. Request for Proposal was sent to the short-listed companies/consortiums on May 12th. Deadline for submission of proposals is June 11th. The estimated start of the consulting services is September 2010, for an approximate duration of 9 months. Component 2 1. Pilot renovation of cultural sites/visitor centers it was suggested at Working Group on Promotion, Tourism and Public Outreach meeting held on April 16th, that funds for revitalization of the cultural monument in Montenegro should be allocated for fortification of Besac, in settlement of Virpazar. This idea was supported by Ministry of Culture, given the fact that 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. In this case, funds from the LSIEMP Project would be used for the project design development. Component 3 Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. ToR for Feasibility Study and Detail Design was prepared and approved by the Bank. Procurement procedure in accordance with national Law on Public Procurement started on April 7th, with deadline on May 10th. Three applications were received, and evaluation process of proposals is underway. A final decision for the selected firm will be made by June 15, 2010. During WB Mission conducted from May 20-27, meeting was held on May 26 with Chair with of the Evaluation Committee from the Ministry, Ms. Snezana Didanovic. Ms. Didanovic stated that request for clarifications in this regard will be sent to all bidders, in order to provide relevant information and conclude evaluation process. It is expected that selected consultant will start with actual work during July 2010. Main design should be prepared until February 2011. As far as EIA document is in question, based on national regulations, it should be done for main design. KAP Studies on waste inventory, site investigation, option analyses and feasibility study procurement procedure (Quality-cost based selection methodology) for this activity started on February 1st. KAP International Technical Adviser (ITA) Assignment KAP ITA consultant conducted second field visit in period May 3rd May 14th. Main topics covered during second visit was related to capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, starting of development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public in wider scope. IIIb FINANCIAL MANAGEMENT For the purposes of LSIEMP Project implementation, Special Account was opened in commercial bank (Crnogorska Komercijalna Banka Podgorica). EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is a follows: A. Joint activities conducted by Albanian team: Selection and contract negotiations with the new Lake Commission (LC) Secretary were completed. He has a vital role in facilitating of the transboundary cooperation and strategic communication on the overall Lake protection management objectives, and serves as a coordinating body between the LC, the 4 working groups, both Governments, donors and lake communities. The Lake Commission held its second meeting in Montenegro, and several topics were discussed including the problems around the lake due to floods. A new MoU between both Ministries on the overall regional cooperation on environmental sector management in line with EU integration including Joint Lakes Development will be signed no later than end-July 2010. Starting from January 2010, the WGs have met several times and have reviewed several TORs such as: On Hydrological Model, Joint Public Awareness, Legal Framework harmonization, Monitoring program, fishery plans etc. The WGs are now operating normally The first donor meeting was organized by the SLC Secretariat in Shkodra on May 24, 2010. The participants presented their respective project activities and shared experiences with a view to avoiding duplication and promoting collaboration on both side of the lake. The techniques for sampling and analysis methods were done according to the Standard Methods, APHA 1998 and ISO 6107-2: 1989. Nutrients samples were analyzed according to the Standard Methods, APHA 1998 by using Shimadzu UV VIS, SPECTRUM 2401PC spectrophotometer. Bacteriological analyses are performed in accordance with European Standards Methods and Standard Method WHO. 72 water samples were tested for physico-chemical parameters. The temperature ranged from 14.1-28.2 C and pH values ranged from 8.1 to 8.5. This alkaline pH is a result of the presence of carbonates and bicarbonates in high concentration in Shkodra Lake. These results show that Shkodra Lake is a favored environment for the living flora and fauna. The DO values ranged from 6.7 - 9.7 mg\l or 82.3 % - 111 %. The DO concentration was depending from the changing of temperatures. The lower DO concentrations were in summer when the temperatures of water were highest. The results of conductivity changed from 215-232 S\m. The average values of NH4-N ranged from 0.025-0.05 mg/L (Fig 2), and the levels of NO3-N ranged from 0.18-0.27 mg/L (Fig. 3) The average of fecal coli forms was from 101-102 cfu/100ml in Buna, Zogaj, and Livadhet during June, July, September and October.(Fig. 5). According to the degree of total coli forms the water can be classified as good to moderate. (Fig.4). From the results taken during this study we can resume that the quality of the Shkodra lake water is good according to the European Community Standards. According to the physical-chemical analyses water quality of Lake Shkodra can be classified as good. According to the microbiological parameters analyzed and EU-Directive for surface waters (Quality of Bathing Water 76/160/EEC), Lake Shkodra results with slight pollution, fecal coli forms (100-2000 cfu/100ml) and total coli forms (100-500 cfu/100ml). I and in most cases G-values of the EU-directive on bathing waters for total coli forms and fecal coli forms were met. The cleanest point resulted was Middle lake and the most problematic point regarding both chemical and microbiological parameters was Buna, because of the discharging of sewages of the municipality, which has an impact to the water quality in particular areas of river Buna. III. Designing of predictive hydrological model for Lake watershed area procurement procedure (Quality-cost based selection methodology) for this joint activity started on February 1st. Request for Proposal was sent to the short-listed companies/consortiums on May 12th. Deadline for submission of proposals is June 11th. The estimated start of the consulting services is September 2010, for an approximate duration of 9 months. Component 2 1. Pilot renovation of cultural sites/visitor centers it was suggested at Working Group on Promotion, Tourism and Public Outreach meeting held on April 16th, that funds for revitalization of the cultural monument in Montenegro should be allocated for fortification of Besac, in settlement of Virpazar. This idea was supported by Ministry of Culture, given the fact that 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. In this case, funds from the LSIEMP Project would be used for the project design development. Component 3 Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. ToR for Feasibility Study and Detail Design was prepared and approved by the Bank. Procurement procedure in accordance with national Law on Public Procurement started on April 7th, with deadline on May 10th. Three applications were received, and evaluation process of proposals is underway. A final decision for the selected firm will be made by June 15, 2010. As far as EIA document is in question, based on national regulations, it should be done for main design. KAP Studies on waste inventory, site investigation, option analyses and feasibility study procurement procedure (Quality-cost based selection methodology) for this activity started on February 1st. Main topics covered during second visit was related to capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, starting of development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public in wider scope. EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is a follows: A. Joint activities conducted by Albanian team: Selection and contract negotiations with the new Lake Commission (LC) Secretary were completed. He has a vital role in facilitating of the transboundary cooperation and strategic communication on the overall Lake protection management objectives, and serves as a coordinating body between the LC, the 4 working groups, both Governments, donors and lake communities. The Lake Commission held its second meeting in Montenegro, and several topics were discussed including the problems around the lake due to floods. A new MoU between both Ministries on the overall regional cooperation on environmental sector management in line with EU integration including Joint Lakes Development will be signed no later than end-July 2010. Starting from January 2010, the WGs have met several times and have reviewed several TORs such as: On Hydrological Model, Joint Public Awareness, Legal Framework harmonization, Monitoring program, fishery plans etc. The WGs are now operating normally The first donor meeting was organized by the SLC Secretariat in Shkodra on May 24, 2010. The participants presented their respective project activities and shared experiences with a view to avoiding duplication and promoting collaboration on both side of the lake. It was agreed that these meetings should be organized at least bi-annually and the next donor meeting will take place in September 2010. The techniques for sampling and analysis methods were done according to the Standard Methods, APHA 1998 and ISO 6107-2: 1989. Nutrients samples were analyzed according to the Standard Methods, APHA 1998 by using Shimadzu UV VIS, SPECTRUM 2401PC spectrophotometer. Bacteriological analyses are performed in accordance with European Standards Methods and Standard Method WHO. 72 water samples were tested for physico-chemical parameters. The temperature ranged from 14.1-28.2 C and pH values ranged from 8.1 to 8.5. This alkaline pH is a result of the presence of carbonates and bicarbonates in high concentration in Shkodra Lake. These results show that Shkodra Lake is a favored environment for the living flora and fauna. The DO values ranged from 6.7 - 9.7 mg\l or 82.3 % - 111 %. The DO concentration was depending from the changing of temperatures. The lower DO concentrations were in summer when the temperatures of water were highest. The results of conductivity changed from 215-232 S\m. The average values of NH4-N ranged from 0.025-0.05 mg/L (Fig 2), and the levels of NO3-N ranged from 0.18-0.27 mg/L (Fig. 3) The average of fecal coli forms was from 101-102 cfu/100ml in Buna, Zogaj, and Livadhet during June, July, September and October.(Fig. 5). According to the degree of total coli forms the water can be classified as good to moderate. (Fig.4). From the results taken during this study we can resume that the quality of the Shkodra lake water is good according to the European Community Standards. According to the physical-chemical analyses water quality of Lake Shkodra can be classified as good. According to the microbiological parameters analyzed and EU-Directive for surface waters (Quality of Bathing Water 76/160/EEC), Lake Shkodra results with slight pollution, fecal coli forms (100-2000 cfu/100ml) and total coli forms (100-500 cfu/100ml). I and in most cases G-values of the EU-directive on bathing waters for total coli forms and fecal coli forms were met. The cleanest point resulted was Middle lake and the most problematic point regarding both chemical and microbiological parameters was Buna, because of the discharging of sewages of the municipality, which has an impact to the water quality in particular areas of river Buna. III. Comments and suggestions were collected, and it is in process for approval from the side of the Banks team. It is expected that procurement process will start early June. Equipment for targeted transboundary monitoring program purchasing of titled equipment was discussed at Working Group on Monitoring and Researches meeting, which was held on 12th February. It was agreed that following options could be used in order to complete this procurement: to procure urgently needed laboratory equipment for University of Shkodra, as a priority, and later on (once Joint Lake Monitoring Program will be developed), to procure certain equipment for institutions dealing with Lake monitoring in Montenegro. However, precise funds sharing for each country should be agreed. Designing of predictive hydrological model for Lake watershed area procurement procedure (Quality-cost based selection methodology) for this joint activity started on February 1st. Sixteen application were received, and based on evaluation criteria defined in Request for Expression of Interest, 6 companies/consortiums are shortlisted. Request for Proposal was sent to the short-listed companies/consortiums on May 12th. Deadline for submission of proposals is June 11th. The estimated start of the consulting services is September 2010, for an approximate duration of 9 months. Component 2 1. Pilot renovation of cultural sites/visitor centers it was suggested at Working Group on Promotion, Tourism and Public Outreach meeting held on April 16th, that funds for revitalization of the cultural monument in Montenegro should be allocated for fortification of Besac, in settlement of Virpazar. This idea was supported by Ministry of Culture, given the fact that 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. In this case, funds from the LSIEMP Project would be used for the project design development. Component 3 Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. ToR for Feasibility Study and Detail Design was prepared and approved by the Bank. Procurement procedure in accordance with national Law on Public Procurement started on April 7th, with deadline on May 10th. Three applications were received, and evaluation process of proposals is underway. A final decision for the selected firm will be made by June 15, 2010. During WB Mission conducted from May 20-27, meeting was held on May 26 with Chair with of the Evaluation Committee from the Ministry, Ms. Snezana Didanovic. Mission members raised as issue that none of the applied companies do have relevant experience in constructed wetland technologies design, and that presented fact should be taken into account. Ms. Didanovic stated that request for clarifications in this regard will be sent to all bidders, in order to provide relevant information and conclude evaluation process. It is expected that selected consultant will start with actual work during July 2010. Main design should be prepared until February 2011. As far as EIA document is in question, based on national regulations, it should be done for main design. KAP Studies on waste inventory, site investigation, option analyses and feasibility study procurement procedure (Quality-cost based selection methodology) for this activity started on February 1st. KAP International Technical Adviser (ITA) Assignment KAP ITA consultant conducted second field visit in period May 3rd May 14th. Main topics covered during second visit was related to capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, starting of development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public in wider scope. IIIb FINANCIAL MANAGEMENT For the purposes of LSIEMP Project implementation, Special Account was opened in commercial bank (Crnogorska Komercijalna Banka Podgorica). Initial deposit of 200.000 EUR is operational from February 2009. Since Project became effective, until May 15th, EUR 160,542.85 of grant funds were spent. IV. OPEN ISSUES (Albania) Issues which need to be addressed are as follows: IVa JOINT ACTIVITIES Equipments for Joint Monitoring. There is a need for a discussion and agreement in principle for the division of funds allocated for equipments for joint monitoring. This should be clarified during the WB Mission in May 2010. Legal Framework Harmonization and integrating role of the Commission into national legislation This should be discussed with respective project directors because they represent the Ministries and can provide input for their needs on legal framework harmonization on where the Project and the WGs could focus. IVb PROJECT IMPLEMENTATION IN REPUBLIC OF ALBANIA Different equipments for Fishermen Organization support (Point 26 of the PP). Final decision should be made between the Bank and the MOEFWA. This decision should be conveyed to the FMO. Equipments to Enhance Lake Protection Enforcement Capacity (Point 28 of the PP). Final decision should be made by the MOEFWA on the list of equipments which according to approximate cost estimates should be within the allocated budget of US$100,000. Pilot renovation of cultural sites (Point 24 of the PP). Final decision should be made by the Bank on the proposal of the Municipality for the rehabilitation of the Municipality building which is a cultural monument of the first category. IVc PROJECT IMPLEMENTATION IN MONTENEGRO Full establishment of Technical Services Unit (TSU) For the proper implementation of foreseen Project activities, it is crucial that both procurement and financial management is in place. EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is a follows: A. Joint activities conducted by Albanian team: Selection and contract negotiations with the new Lake Commission (LC) Secretary were completed. He has a vital role in facilitating of the transboundary cooperation and strategic communication on the overall Lake protection management objectives, and serves as a coordinating body between the LC, the 4 working groups, both Governments, donors and lake communities. The Lake Commission held its second meeting in Montenegro, and several topics were discussed including the problems around the lake due to floods. A new MoU between both Ministries on the overall regional cooperation on environmental sector management in line with EU integration including Joint Lakes Development will be signed no later than end-July 2010. Starting from January 2010, the WGs have met several times and have reviewed several TORs such as: On Hydrological Model, Joint Public Awareness, Legal Framework harmonization, Monitoring program, fishery plans etc. The WGs are now operating normally The first donor meeting was organized by the SLC Secretariat in Shkodra on May 24, 2010. The participants presented their respective project activities and shared experiences with a view to avoiding duplication and promoting collaboration on both side of the lake.
