EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is as follows: A. Joint activities conducted by the Albanian team: The final report of the Social Economic assessment was submitted to the implementing Ministry and PIU. In general the study was found solid and addressing the ToR requirements; some final suggestions were made by the WB Mission which will be reflected by the consulting company in the final report. A Joint Public Awareness Campaign has been launched in September. The objectives of the Public Awareness Campaign (PAC), which will be carried out on both sides of the lake in Albania and Montenegro are : (i) to inform the public on the Project planned activities and outcomes; (ii) promote the activities of the Joint Secretariat and Joint Technical Working Groups;; (iii) organize and promote joint events; (iv) produce and disseminate information to the public on the importance of Lake Skadar-Shkodra ecosystem and its resources and by raising the awareness of lakeside communities and relevant stakeholders to understand the values of Lake Skadar-Shkodra and use of its resources in a sustainable way; (v) inform the public/stakeholders regarding their rights and obligations towards the lake protection and rational use of its resources; (vi) promote joint management and preservation of Lake Skadar-Shkodra resources; and (vii) improve communication between all resource users and lakeside communities in both countries. The assignment of reviewing of the Legal framework differences has started.. The objective of the assignment is to review: (i) the national environment related legislation enacted in both countries (Albania and Montenegro) while taking into account the countries progress towards approximation of their legislation to environmental acquis; (ii) identify any differences existing in national legislation, relevant to transboundary water management and protection.; and (iii) provided recommendations for the improvement of the current legislation or redrafting of new ones. This comparative review will serve as a basis for launching the legal framework harmonization assignment in both countries. A Joint fishery Assessment which will survey and analyze the population dynamics of important fish species and the fisheries activities of Shkodra Lake with a view to establish a long-term fisheries monitoring programme to inform and guide management of the fishery is planned to start in December 2010. The REoI for the Investigation of Skadar/Shkodra Lake waters eutrophication level assignment has been advertised. The objective of the survey is to assess the eutrophication level of Lake Skadar-Shkodra waters, existing main pollution sources, main hotspots, and based on its findings suggest and recommend a joint permanent water quality monitoring parameters, projections for future eurtrophication rising, and mitigation measures. The REoI for the contract related to the Joint database of Lake Skadar-Shkodra has been advertised. The objective of this assignment is to establish a three lingual (English, Albanian and Montenegrin) database for storing, managing, retrieving and updating available and existing information on Lake Skadar-Shkodra. Equipments for transboundary monitoring for the University of Shkoder are in final stages of procurement process. B. National activities conducted by the Albanian PIU A Management Plan for the Protected Area is under preparation. The objectives of the services to be performed by the Consultant aim at developing a ten year Park Management Plan, including a five year Action Plan, as a tool for guiding the management and use of resources and the development of staffing, funding, facilities, equipment, and programs needed to support that management. An illegal fishery survey has been conducted during July-August 2010. The main objective of the assignment was to undertake a small scale survey that will help generate data for the LSIEMP outcome indicators related to the reduction of illegal fishermen in Lake Shkodra. Consequently, data collected during the current survey were compared with the baseline information generated under similar tasks in 2007. The proportion unlicensed fishers and cases of illegal methods observed during this survey are key indicators for Component 2 (Promoting sustainable use of the Lake). The findings of this survey indicate that the number of unlicensed fishers was reduced from 44% to 38%, and the number of observed instances of use of illegal methods was reduced from 805 to 576. In both cases the reported reduction in illegal fishing is less than foreseen by the results framework at the end of year 2 (30% and 400 cases, respectively). A project on reforestation has been prepared and is under implementation. Under this project 45,000 native pine seedlings will be planted in an area covering 18 ha in Taraboshi Mountain. Equipments for FMO to strengthen their role and Rangers to enhance their enforcement capacity are in final stages of the procurement process. An Architectural design for community based lakeside vegetation management pilot is in preparation. The objective is to define management interventions for a pilot vegetation site, develop a program to raise the environmental and social management capacity of community groups (women, farmers, fishermen, and traditional and local authorities) in environmental restoration and management. This design will set conditions toward conservation of unique species and habitats while considering the variety of social and economic benefits of the community. Through this plan we intend to promote the sustainable use of natural resources of the lake Shkodra/Skadar as an important significance for sustainable development of the area and the economic income increasing for the local community An Environmental and Social Impact Assessment of the two streams in Shiroka Village has started. The Objective of this consultancy is to prepare a rapid Environmental and Social Impact Assessment report for the restoration of a stream in Shiroke, Shkoder as part of the stream bank erosion control investments under LSIEMP. This report will be in compliance with the Albanian Law and relevant legislation and ministerial guidance of Albania as well as with the requirements of the World Bank Operational Policy and Practices for environmental assessment (OP/BP 4.01) and involuntary resettlement (OP/BP 4.12). The main goals of the assignment are to: (i) perform a stream assessment including evaluating the environmental and social aspect conditions at the respective sites based on an existing-condition survey that will determine the level of works needed for the restoration as well as the best stream site suitable for these investments; and (ii) provide information on potential environmental and social effects linked to the proposed stream channel restoration. Line 9 - Designing of predictive hydrological model for Lake watershed area The contract for this assignment was signed on November 15th with Joint Venture lead by Centro Euro-Mediterraneo per i Cambiamenti Climatici, Italy, with partner Studio Galli Ingegneria S.p.A., Italy, and partner South Environment and Weather Agency Ltd, Serbia and sub-consultant Institute of Marine Sciences National Research Council (ISMAR-CNR), Italy. The Consultant team was in 1st Field visit in period 23-25 November in Montenegro. Visit to the relevant institutions in Republic of Albania will be conducted in mid December. Althought it was not foreseen by Contract, the Consultant agreed to prepare Inception Report, presenting detail workplan and expected outcomes. This Report will be submitted until Dec 25th. Final Report should be submitted and adopted by the Lake Commission until September 2011. Component 2 Line 11 - Pilot renovation of cultural sites/visitor centers (prior review) the ToR for Project Design for rehabilitation of Besac Fortress, in settlement of Virpazar, is prepared by multi-sectorial Working Group under Ministry of Culture. The ToR was cleared by the Banks team and Request for Expression of Interest will be published until Dec 31st. Project funds will be allocated for development of main design for rehabilitation works, while 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. Permanent communication was established with EC Delegation in Montenegro in order to make clear screening process for completion of foreseen works. Line 12 - Works on migratory waterfowl monitoring stations (prior review) project funds will be allocated for actual works for waterfowl monitoring station. Funds for design development will be provided by NP Skadar Lake authority. Initial ToR for project design was prepared and discussed with the Banks team and it will be revised according to the comments and suggestions received and re-submitted by Dec 31st. Component 3 Line 19 - Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. The Contract with the consultant (IK Konsalting, Serbia) was signed on June 16th. The Draft Feasibility Study was delivered on November 20th. After initial review, comments and suggestions were provided by Banks team. Agreement was reached to submit revised Feasibility Study until 31st Dec. In parallel, according to the national legislation requirements, MSE will establish Revision Committee, including local and international experts from relevant fields (including constructed wetland specialist). Line 20 - KAP Studies on waste inventory, site investigation, option analyses and feasibility study The Contract for this assignment was signed on November 15th with SWECO International, Sweden, with sub- consultant Regional Environmental Center for Central and Eastern Europe (REC), Hungary, and sub-consultant Center for Ecotoxicological Researches (CETI), Montenegro, and sub-consultant Geological Survey, Montenegro and sub-consultant Ume University, Sweden. The Consultant team will be in 1st Field visit in period 8-10 december. Per Contract definitions, Inception Report should be submitted until 31st Dec, including detail workplan and methodology for assignmnet execution. This and all another reports foreseen to be developed will be discussed and finally adopted by KAP Component Steering Committee. Line 22 - KAP International Technical Adviser (ITA) The KAP ITA conducted two 5-days field visits in period May November (first on in June and the latter in October). Main topics covered during these visits were related to continues capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, further development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public, especially in areas directly affected by KAP pollution (City Municipality of Golubovci). IIIb FINANCIAL MANAGEMENT For the purposes of LSIEMP Project implementation, Special Account was opened in commercial bank (Crnogorska Komercijalna Banka Podgorica). Initial deposit of 200.000 EUR is operational from February 2009. Since Project became effective, until November 22nd, EUR 205,757.52 of grant funds were spent. Total committed funds as Government of Montenegro contribution are 124,500.00 EUR (45.000 EUR for Vranjina Waste Waters Treatment Plant Feasibility Study and Main Design and 79.500 EUR for co-financing of KAP site Feasibility study development). IV. FUNCTIONING OF THE JOINT STRUCTURES (SLC & WGs) The WGs met in Shkodra on November 18, 2010 when the WG members discussed among others about two additional studies in the frame of LSIEMP. With the promotion of the SLC, the new MoU between the Ministries of Environment of Albania and Montenegro On Cooperation in the Field of Environmental Protection and Sustainable Management of Natural Resources was signed on 19th July 2010. The Lake Commission held its third meeting in Montenegro on November 22, 2010, and several topics were discussed including progress of the LSIEMP activities presented by Project Coordinators who confirmed good progress of joint and national activities, discussion on current status of infrastructure development projects (dams Moraca SEA finalization, Ashta HPP development, regional water supply, exchange of newly MoU signed between both Ministries of Environment, upcoming appointment of members in the new MoU Operational Teams, Fishery Assessment Activities and issues on implementation of Public Awareness Campaign Consultancy. Regarding the Fishery assessment it was agreed that no contract will be signed without prior approval from Montenegrin part. Regarding Public Awareness it was raised the issue of coordination of activities in both sites of the lake in order to have the same good impact on each country. The upcoming study tour with was discusses and both project coordinators will have to explore the most suitable PA for this visit. V. OPEN ISSUES (MONTENEGRO) JOINT ACTIVITIES Data availability for certain Project activities (such as Monitoring Program development and Predictive Hydrological Model development for the Lake basin area) data sets from relevant national institutions in both countries should be provided. The issues occurred that certain data would be rather difficult to obtain, but eventually it will be facilitated through official communication from the side of line Ministries in both countries. Va. OPEN ISSUES (ALBANIA) NATIONAL ACTIVITIES Final decision will be made for the rehabilitation of the cultural heritage sites after the Municipality will present the Project for the rehabilitation of the cultural heritage street facades. EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is as follows: A. Joint activities conducted by the Albanian team: The final report of the Social Economic assessment was submitted to the implementing Ministry and PIU. In general the study was found solid and addressing the ToR requirements; some final suggestions were made by the WB Mission which will be reflected by the consulting company in the final report. A Joint Public Awareness Campaign has been launched in September. The objectives of the Public Awareness Campaign (PAC), which will be carried out on both sides of the lake in Albania and Montenegro are : (i) to inform the public on the Project planned activities and outcomes; (ii) promote the activities of the Joint Secretariat and Joint Technical Working Groups;; (iii) organize and promote joint events; (iv) produce and disseminate information to the public on the importance of Lake Skadar-Shkodra ecosystem and its resources and by raising the awareness of lakeside communities and relevant stakeholders to understand the values of Lake Skadar-Shkodra and use of its resources in a sustainable way; (v) inform the public/stakeholders regarding their rights and obligations towards the lake protection and rational use of its resources; (vi) promote joint management and preservation of Lake Skadar-Shkodra resources; and (vii) improve communication between all resource users and lakeside communities in both countries. The assignment of reviewing of the Legal framework differences has started.. The objective of the assignment is to review: (i) the national environment related legislation enacted in both countries (Albania and Montenegro) while taking into account the countries progress towards approximation of their legislation to environmental acquis; (ii) identify any differences existing in national legislation, relevant to transboundary water management and protection.; and (iii) provided recommendations for the improvement of the current legislation or redrafting of new ones. This comparative review will serve as a basis for launching the legal framework harmonization assignment in both countries. A Joint fishery Assessment which will survey and analyze the population dynamics of important fish species and the fisheries activities of Shkodra Lake with a view to establish a long-term fisheries monitoring programme to inform and guide management of the fishery is planned to start in December 2010. The REoI for the Investigation of Skadar/Shkodra Lake waters eutrophication level assignment has been advertised. The objective of the survey is to assess the eutrophication level of Lake Skadar-Shkodra waters, existing main pollution sources, main hotspots, and based on its findings suggest and recommend a joint permanent water quality monitoring parameters, projections for future eurtrophication rising, and mitigation measures. The REoI for the contract related to the Joint database of Lake Skadar-Shkodra has been advertised. The objective of this assignment is to establish a three lingual (English, Albanian and Montenegrin) database for storing, managing, retrieving and updating available and existing information on Lake Skadar-Shkodra. Equipments for transboundary monitoring for the University of Shkoder are in final stages of procurement process. B. National activities conducted by the Albanian PIU A Management Plan for the Protected Area is under preparation. The objectives of the services to be performed by the Consultant aim at developing a ten year Park Management Plan, including a five year Action Plan, as a tool for guiding the management and use of resources and the development of staffing, funding, facilities, equipment, and programs needed to support that management. An illegal fishery survey has been conducted during July-August 2010. The main objective of the assignment was to undertake a small scale survey that will help generate data for the LSIEMP outcome indicators related to the reduction of illegal fishermen in Lake Shkodra. Consequently, data collected during the current survey were compared with the baseline information generated under similar tasks in 2007. The proportion unlicensed fishers and cases of illegal methods observed during this survey are key indicators for Component 2 (Promoting sustainable use of the Lake). The findings of this survey indicate that the number of unlicensed fishers was reduced from 44% to 38%, and the number of observed instances of use of illegal methods was reduced from 805 to 576. In both cases the reported reduction in illegal fishing is less than foreseen by the results framework at the end of year 2 (30% and 400 cases, respectively). A project on reforestation has been prepared and is under implementation. Under this project 45,000 native pine seedlings will be planted in an area covering 18 ha in Taraboshi Mountain. Equipments for FMO to strengthen their role and Rangers to enhance their enforcement capacity are in final stages of the procurement process. An Architectural design for community based lakeside vegetation management pilot is in preparation. The objective is to define management interventions for a pilot vegetation site, develop a program to raise the environmental and social management capacity of community groups (women, farmers, fishermen, and traditional and local authorities) in environmental restoration and management. This design will set conditions toward conservation of unique species and habitats while considering the variety of social and economic benefits of the community. Through this plan we intend to promote the sustainable use of natural resources of the lake Shkodra/Skadar as an important significance for sustainable development of the area and the economic income increasing for the local community An Environmental and Social Impact Assessment of the two streams in Shiroka Village has started. The Objective of this consultancy is to prepare a rapid Environmental and Social Impact Assessment report for the restoration of a stream in Shiroke, Shkoder as part of the stream bank erosion control investments under LSIEMP. This report will be in compliance with the Albanian Law and relevant legislation and ministerial guidance of Albania as well as with the requirements of the World Bank Operational Policy and Practices for environmental assessment (OP/BP 4.01) and involuntary resettlement (OP/BP 4.12). Line 9 - Designing of predictive hydrological model for Lake watershed area The contract for this assignment was signed on November 15th with Joint Venture lead by Centro Euro-Mediterraneo per i Cambiamenti Climatici, Italy, with partner Studio Galli Ingegneria S.p.A., Italy, and partner South Environment and Weather Agency Ltd, Serbia and sub-consultant Institute of Marine Sciences National Research Council (ISMAR-CNR), Italy. The Consultant team was in 1st Field visit in period 23-25 November in Montenegro. Visit to the relevant institutions in Republic of Albania will be conducted in mid December. Althought it was not foreseen by Contract, the Consultant agreed to prepare Inception Report, presenting detail workplan and expected outcomes. This Report will be submitted until Dec 25th. Final Report should be submitted and adopted by the Lake Commission until September 2011. Component 2 Line 11 - Pilot renovation of cultural sites/visitor centers (prior review) the ToR for Project Design for rehabilitation of Besac Fortress, in settlement of Virpazar, is prepared by multi-sectorial Working Group under Ministry of Culture. The ToR was cleared by the Banks team and Request for Expression of Interest will be published until Dec 31st. Project funds will be allocated for development of main design for rehabilitation works, while 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. Permanent communication was established with EC Delegation in Montenegro in order to make clear screening process for completion of foreseen works. Line 12 - Works on migratory waterfowl monitoring stations (prior review) project funds will be allocated for actual works for waterfowl monitoring station. Funds for design development will be provided by NP Skadar Lake authority. Initial ToR for project design was prepared and discussed with the Banks team and it will be revised according to the comments and suggestions received and re-submitted by Dec 31st. Component 3 Line 19 - Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. The Contract with the consultant (IK Konsalting, Serbia) was signed on June 16th. The Draft Feasibility Study was delivered on November 20th. After initial review, comments and suggestions were provided by Banks team. Agreement was reached to submit revised Feasibility Study until 31st Dec. In parallel, according to the national legislation requirements, MSE will establish Revision Committee, including local and international experts from relevant fields (including constructed wetland specialist). Line 20 - KAP Studies on waste inventory, site investigation, option analyses and feasibility study The Contract for this assignment was signed on November 15th with SWECO International, Sweden, with sub- consultant Regional Environmental Center for Central and Eastern Europe (REC), Hungary, and sub-consultant Center for Ecotoxicological Researches (CETI), Montenegro, and sub-consultant Geological Survey, Montenegro and sub-consultant Ume University, Sweden. The Consultant team will be in 1st Field visit in period 8-10 december. Per Contract definitions, Inception Report should be submitted until 31st Dec, including detail workplan and methodology for assignmnet execution. This and all another reports foreseen to be developed will be discussed and finally adopted by KAP Component Steering Committee. Line 22 - KAP International Technical Adviser (ITA) The KAP ITA conducted two 5-days field visits in period May November (first on in June and the latter in October). Main topics covered during these visits were related to continues capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, further development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public, especially in areas directly affected by KAP pollution (City Municipality of Golubovci). IIIb FINANCIAL MANAGEMENT For the purposes of LSIEMP Project implementation, Special Account was opened in commercial bank (Crnogorska Komercijalna Banka Podgorica). Initial deposit of 200.000 EUR is operational from February 2009. Since Project became effective, until November 22nd, EUR 205,757.52 of grant funds were spent. Total committed funds as Government of Montenegro contribution are 124,500.00 EUR (45.000 EUR for Vranjina Waste Waters Treatment Plant Feasibility Study and Main Design and 79.500 EUR for co-financing of KAP site Feasibility study development). IV. FUNCTIONING OF THE JOINT STRUCTURES (SLC & WGs) The WGs met in Shkodra on November 18, 2010 when the WG members discussed among others about two additional studies in the frame of LSIEMP. With the promotion of the SLC, the new MoU between the Ministries of Environment of Albania and Montenegro On Cooperation in the Field of Environmental Protection and Sustainable Management of Natural Resources was signed on 19th July 2010. The Lake Commission held its third meeting in Montenegro on November 22, 2010, and several topics were discussed including progress of the LSIEMP activities presented by Project Coordinators who confirmed good progress of joint and national activities, discussion on current status of infrastructure development projects (dams Moraca SEA finalization, Ashta HPP development, regional water supply, exchange of newly MoU signed between both Ministries of Environment, upcoming appointment of members in the new MoU Operational Teams, Fishery Assessment Activities and issues on implementation of Public Awareness Campaign Consultancy. Regarding the Fishery assessment it was agreed that no contract will be signed without prior approval from Montenegrin part. Regarding Public Awareness it was raised the issue of coordination of activities in both sites of the lake in order to have the same good impact on each country. The upcoming study tour with was discusses and both project coordinators will have to explore the most suitable PA for this visit. V. OPEN ISSUES (MONTENEGRO) JOINT ACTIVITIES Data availability for certain Project activities (such as Monitoring Program development and Predictive Hydrological Model development for the Lake basin area) data sets from relevant national institutions in both countries should be provided. The issues occurred that certain data would be rather difficult to obtain, but eventually it will be facilitated through official communication from the side of line Ministries in both countries. Va. EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is as follows: A. Joint activities conducted by the Albanian team: The final report of the Social Economic assessment was submitted to the implementing Ministry and PIU. In general the study was found solid and addressing the ToR requirements; some final suggestions were made by the WB Mission which will be reflected by the consulting company in the final report. A Joint Public Awareness Campaign has been launched in September. The objectives of the Public Awareness Campaign (PAC), which will be carried out on both sides of the lake in Albania and Montenegro are : (i) to inform the public on the Project planned activities and outcomes; (ii) promote the activities of the Joint Secretariat and Joint Technical Working Groups;; (iii) organize and promote joint events; (iv) produce and disseminate information to the public on the importance of Lake Skadar-Shkodra ecosystem and its resources and by raising the awareness of lakeside communities and relevant stakeholders to understand the values of Lake Skadar-Shkodra and use of its resources in a sustainable way; (v) inform the public/stakeholders regarding their rights and obligations towards the lake protection and rational use of its resources; (vi) promote joint management and preservation of Lake Skadar-Shkodra resources; and (vii) improve communication between all resource users and lakeside communities in both countries. The assignment of reviewing of the Legal framework differences has started.. The objective of the assignment is to review: (i) the national environment related legislation enacted in both countries (Albania and Montenegro) while taking into account the countries progress towards approximation of their legislation to environmental acquis; (ii) identify any differences existing in national legislation, relevant to transboundary water management and protection.; and (iii) provided recommendations for the improvement of the current legislation or redrafting of new ones. This comparative review will serve as a basis for launching the legal framework harmonization assignment in both countries. A Joint fishery Assessment which will survey and analyze the population dynamics of important fish species and the fisheries activities of Shkodra Lake with a view to establish a long-term fisheries monitoring programme to inform and guide management of the fishery is planned to start in December 2010. The REoI for the Investigation of Skadar/Shkodra Lake waters eutrophication level assignment has been advertised. The objective of the survey is to assess the eutrophication level of Lake Skadar-Shkodra waters, existing main pollution sources, main hotspots, and based on its findings suggest and recommend a joint permanent water quality monitoring parameters, projections for future eurtrophication rising, and mitigation measures. The REoI for the contract related to the Joint database of Lake Skadar-Shkodra has been advertised. The objective of this assignment is to establish a three lingual (English, Albanian and Montenegrin) database for storing, managing, retrieving and updating available and existing information on Lake Skadar-Shkodra. Equipments for transboundary monitoring for the University of Shkoder are in final stages of procurement process. B. National activities conducted by the Albanian PIU A Management Plan for the Protected Area is under preparation. The objectives of the services to be performed by the Consultant aim at developing a ten year Park Management Plan, including a five year Action Plan, as a tool for guiding the management and use of resources and the development of staffing, funding, facilities, equipment, and programs needed to support that management. An illegal fishery survey has been conducted during July-August 2010. The main objective of the assignment was to undertake a small scale survey that will help generate data for the LSIEMP outcome indicators related to the reduction of illegal fishermen in Lake Shkodra. Consequently, data collected during the current survey were compared with the baseline information generated under similar tasks in 2007. The proportion unlicensed fishers and cases of illegal methods observed during this survey are key indicators for Component 2 (Promoting sustainable use of the Lake). The findings of this survey indicate that the number of unlicensed fishers was reduced from 44% to 38%, and the number of observed instances of use of illegal methods was reduced from 805 to 576. In both cases the reported reduction in illegal fishing is less than foreseen by the results framework at the end of year 2 (30% and 400 cases, respectively). A project on reforestation has been prepared and is under implementation. Under this project 45,000 native pine seedlings will be planted in an area covering 18 ha in Taraboshi Mountain. Equipments for FMO to strengthen their role and Rangers to enhance their enforcement capacity are in final stages of the procurement process. An Architectural design for community based lakeside vegetation management pilot is in preparation. The objective is to define management interventions for a pilot vegetation site, develop a program to raise the environmental and social management capacity of community groups (women, farmers, fishermen, and traditional and local authorities) in environmental restoration and management. This design will set conditions toward conservation of unique species and habitats while considering the variety of social and economic benefits of the community. Through this plan we intend to promote the sustainable use of natural resources of the lake Shkodra/Skadar as an important significance for sustainable development of the area and the economic income increasing for the local community An Environmental and Social Impact Assessment of the two streams in Shiroka Village has started. The Objective of this consultancy is to prepare a rapid Environmental and Social Impact Assessment report for the restoration of a stream in Shiroke, Shkoder as part of the stream bank erosion control investments under LSIEMP. This report will be in compliance with the Albanian Law and relevant legislation and ministerial guidance of Albania as well as with the requirements of the World Bank Operational Policy and Practices for environmental assessment (OP/BP 4.01) and involuntary resettlement (OP/BP 4.12). Line 8 Developing of joint Lake water/ecological Monitoring program the Contract for this assignment was signed on November 5th, with company ERICo Ltd, Slovenia and with sub-consultant Limnos, Ltd, Slovenia. The consultants team was in the 1st Field visit in period 22-26 November. The Final Report should be delivered and approved by Lake Commission until March 15th, 2011. Line 9 - Designing of predictive hydrological model for Lake watershed area The contract for this assignment was signed on November 15th with Joint Venture lead by Centro Euro-Mediterraneo per i Cambiamenti Climatici, Italy, with partner Studio Galli Ingegneria S.p.A., Italy, and partner South Environment and Weather Agency Ltd, Serbia and sub-consultant Institute of Marine Sciences National Research Council (ISMAR-CNR), Italy. The Consultant team was in 1st Field visit in period 23-25 November in Montenegro. Visit to the relevant institutions in Republic of Albania will be conducted in mid December. Althought it was not foreseen by Contract, the Consultant agreed to prepare Inception Report, presenting detail workplan and expected outcomes. This Report will be submitted until Dec 25th. Final Report should be submitted and adopted by the Lake Commission until September 2011. Component 2 Line 11 - Pilot renovation of cultural sites/visitor centers (prior review) the ToR for Project Design for rehabilitation of Besac Fortress, in settlement of Virpazar, is prepared by multi-sectorial Working Group under Ministry of Culture. The ToR was cleared by the Banks team and Request for Expression of Interest will be published until Dec 31st. Project funds will be allocated for development of main design for rehabilitation works, while 500.000 EUR is already approved for this monument reconstruction works from European Commission funds. Permanent communication was established with EC Delegation in Montenegro in order to make clear screening process for completion of foreseen works. Line 12 - Works on migratory waterfowl monitoring stations (prior review) project funds will be allocated for actual works for waterfowl monitoring station. Funds for design development will be provided by NP Skadar Lake authority. Initial ToR for project design was prepared and discussed with the Banks team and it will be revised according to the comments and suggestions received and re-submitted by Dec 31st. Component 3 Line 19 - Vranjina WWTP construction it was agreed that Feasibility Study and Detail Design of the Waste Water Treatment Plant for small settlement of Vranjina in National Park Skadar Lake should be financed from national co-financing of the LSIEMP Project. The Contract with the consultant (IK Konsalting, Serbia) was signed on June 16th. The Draft Feasibility Study was delivered on November 20th. After initial review, comments and suggestions were provided by Banks team. Agreement was reached to submit revised Feasibility Study until 31st Dec. In parallel, according to the national legislation requirements, MSE will establish Revision Committee, including local and international experts from relevant fields (including constructed wetland specialist). Line 20 - KAP Studies on waste inventory, site investigation, option analyses and feasibility study The Contract for this assignment was signed on November 15th with SWECO International, Sweden, with sub- consultant Regional Environmental Center for Central and Eastern Europe (REC), Hungary, and sub-consultant Center for Ecotoxicological Researches (CETI), Montenegro, and sub-consultant Geological Survey, Montenegro and sub-consultant Ume University, Sweden. The Consultant team will be in 1st Field visit in period 8-10 december. Per Contract definitions, Inception Report should be submitted until 31st Dec, including detail workplan and methodology for assignmnet execution. This and all another reports foreseen to be developed will be discussed and finally adopted by KAP Component Steering Committee. Line 22 - KAP International Technical Adviser (ITA) The KAP ITA conducted two 5-days field visits in period May November (first on in June and the latter in October). Main topics covered during these visits were related to continues capacity building of Environmental Protection Agency and Ministry of Spatial Planning and Environment for implementation of Integrated Pollution and Prevention Control (IPPC) legislation, further development of pilot IPPC license for KAP factory, as well as public participation mechanisms in IPPC licensing process and communication with the public, especially in areas directly affected by KAP pollution (City Municipality of Golubovci). IIIb FINANCIAL MANAGEMENT For the purposes of LSIEMP Project implementation, Special Account was opened in commercial bank (Crnogorska Komercijalna Banka Podgorica). Initial deposit of 200.000 EUR is operational from February 2009. Since Project became effective, until November 22nd, EUR 205,757.52 of grant funds were spent. Total committed funds as Government of Montenegro contribution are 124,500.00 EUR (45.000 EUR for Vranjina Waste Waters Treatment Plant Feasibility Study and Main Design and 79.500 EUR for co-financing of KAP site Feasibility study development). IV. FUNCTIONING OF THE JOINT STRUCTURES (SLC & WGs) The WGs met in Shkodra on November 18, 2010 when the WG members discussed among others about two additional studies in the frame of LSIEMP. With the promotion of the SLC, the new MoU between the Ministries of Environment of Albania and Montenegro On Cooperation in the Field of Environmental Protection and Sustainable Management of Natural Resources was signed on 19th July 2010. The Lake Commission held its third meeting in Montenegro on November 22, 2010, and several topics were discussed including progress of the LSIEMP activities presented by Project Coordinators who confirmed good progress of joint and national activities, discussion on current status of infrastructure development projects (dams Moraca SEA finalization, Ashta HPP development, regional water supply, exchange of newly MoU signed between both Ministries of Environment, upcoming appointment of members in the new MoU Operational Teams, Fishery Assessment Activities and issues on implementation of Public Awareness Campaign Consultancy. Regarding the Fishery assessment it was agreed that no contract will be signed without prior approval from Montenegrin part. Regarding Public Awareness it was raised the issue of coordination of activities in both sites of the lake in order to have the same good impact on each country. The upcoming study tour with was discusses and both project coordinators will have to explore the most suitable PA for this visit. V. OPEN ISSUES (MONTENEGRO) JOINT ACTIVITIES Data availability for certain Project activities (such as Monitoring Program development and Predictive Hydrological Model development for the Lake basin area) data sets from relevant national institutions in both countries should be provided. The issues occurred that certain data would be rather difficult to obtain, but eventually it will be facilitated through official communication from the side of line Ministries in both countries. Va. EXECUTIVE SUMMARY The Government of Montenegro and Government of Albania have received a GEF Grant, administered by the World Bank, focused on Strengthening Joint Cooperation for Management of the Lake Skadar-Shkoder Ecosystem. Lake Skadar-Shoker Integrated Ecosystem Project (LSIEMP) complies with the strategy for bilateral cooperation on Skadar-Shkoder Lake defined in the Agreement for the protection and sustainable development of the Skadar-Shkoder Lake, signed by the Ministry of Spatial Planning and Environment (MSPE) of Montenegro, and by the Ministry of Environment, Forestry, and Water Administration (MEFWA) of the Republic of Albania. According to the Agreement the two Governments shall work to assure equal and integrated protection for the Skadar-Shkoder Lake, and sustainable development according to the norms and standards of the European Union. The Project Development Objective is to help establish and strengthen institutional mechanisms for transboundary cooperation through joint efforts to improve sustainable management of Skadar-Shkoder Lake. The Global Development Objective is to maintain and enhance the long-term value and environmental services of Lake Skadar-Shkoder and its natural resources. LSIEMP Project is implemented by Project Teams in Republic in Albania and Montenegro. Project team in each country is consisting of Project Director and Project Coordinator. For the implementation period covering the period November 2009-May 2010, the progress of the project activities is as follows: A. Joint activities conducted by the Albanian team: The final report of the Social Economic assessment was submitted to the implementing Ministry and PIU. In general the study was found solid and addressing the ToR requirements; some final suggestions were made by the WB Mission which will be reflected by the consulting company in the final report. A Joint Public Awareness Campaign has been launched in September. The objectives of the Public Awareness Campaign (PAC), which will be carried out on both sides of the lake in Albania and Montenegro are : (i) to inform the public on the Project planned activities and outcomes; (ii) promote the activities of the Joint Secretariat and Joint Technical Working Groups;; (iii) organize and promote joint events; (iv) produce and disseminate information to the public on the importance of Lake Skadar-Shkodra ecosystem and its resources and by raising the awareness of lakeside communities and relevant stakeholders to understand the values of Lake Skadar-Shkodra and use of its resources in a sustainable way; (v) inform the public/stakeholders regarding their rights and obligations towards the lake protection and rational use of its resources; (vi) promote joint management and preservation of Lake Skadar-Shkodra resources; and (vii) improve communication between all resource users and lakeside communities in both countries. The assignment of reviewing of the Legal framework differences has started.. The objective of the assignment is to review: (i) the national environment related legislation enacted in both countries (Albania and Montenegro) while taking into account the countries progress towards approximation of their legislation to environmental acquis; (ii) identify any differences existing in national legislation, relevant to transboundary water management and protection.; and (iii) provided recommendations for the improvement of the current legislation or redrafting of new ones. This comparative review will serve as a basis for launching the legal framework harmonization assignment in both countries.
