Strategic Action Programme
The SAP produced in the Dnipro Program did not have the benefit of an over arcing convention to facilitate endorsement of teh SAP at the highest level of government authority. Accordingly, the riparian countires drafted the enclosed. "Agreement on Cooperation in the Field of Use and Protection of the Dnipro Basin" which would serve as a legal mechanism to facilitate such endorsement. The monitoring and database programs were also appended as annexex to the agreement in order to benefit from the legal endorsement mechanism. The above four documents are the drafts which were not yet endorsed as of December 2004, They appear below:
