Adopted 26 March 1998 having regard to Article 13, Paragraph b) of the Helsinki Convention
NOTIFICATION OF SHIP’S WASTES
THE COMMISSION,
RECALLING the Baltic Strategy for Port Reception Facilities for Ship-generated Wastes and Associated Issues as the basic tool for substantial decrease of operational discharges and elimination of illegal discharges in the Baltic Sea Area by all ships irrespective of their nationality,
RECALLING ALSO HELCOM Recommendation 19/7 concerning amendments to Annex IV of the Helsinki Convention, HELCOM Recommendation 19/8 concerning application of the “no-special-fee” system in the Baltic Sea Area and HELCOM Recommendation 19/14 concerning a harmonized system of fines in case a ship violates anti-pollution regulations,
RECOMMENDS that the Governments of the Contracting Parties shall ensure that oil tankers of 150 GT and above and other ships of 400 GT and above and all chemical tankers visiting their ports shall complete the attached Specific Port Waste Management Information Sheet and forward it to the appropriate Port Authority/Port Operator in the next port of call in the Baltic Sea Area before entering this port twenty-four hours before the intended time of discharge of wastes to reception facilities,
RECOMMENDS ALSO that the ships in dedicated trade as defined in the Guidelines attached to HELCOM Recommendation 19/8 concerning application of the “no-special-fee” system in the Baltic Sea Area should be exempted from the mandatory notification of ship’s wastes,
RECOMMENDS FURTHER that the Governments of the Contracting Parties shall report on the implementation of this Recommendation in accordance with the reporting format on the implementation of the Baltic Strategy for Port Reception Facilities and Associated Issues,
REQUESTS the Governments of the Contracting Parties to approach the Marine Environment Protection Committee of the International Maritime Organization (IMO) to issue a relevant circular concerning this Recommendation after it has been implemented at national level in the entire Baltic Sea Area.
