HELCOM RECOMMENDATION 1/9

Adopted 5 May 1980 having regard to Article 13, Paragraph b) of the Helsinki Convention

RECOMMENDATION ON FACILITATION OF BORDER PASSAGE IN CASE OF CALL FOR ASSISTANCE ACCORDING TO REGULATION 8 OF ANNEX VI TO THE HELSINKI CONVENTION

THE COMMISSION,

NOTING that one of the aims included ln Annex VI to the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1974, (Helsinki Convention), is to render assistance to a Contracting Party suffering from a major spillage,

NOTING further that speedy assistance is of vital importance for the successful accomplishment of a combatting action,

TAKING into consideration that assistance could be rendered via sea, land or by air,

RECOMMENDS Governments of the Contracting Parties to the Helsinki Convention to make the necessary domestic arrangements to facilitate the border passage of personnel, equipment, vessels and aircraft requested for assistance in accordance with Annex VI to the Convention.
