HELCOM RECOMMENDATION 2/2
adopted 17 February 1981, having regard to Article 13, Paragraph b) of the Helsinki Convention
RECOMMENDATION ON THE ACCEPTANCE BY THE BALTIC SEA STATES OF INTERNATIONAL INSTRUMENTS ON MARITIME SAFETY, POLLUTION PREVENTION AND RELATED MATTERS
THE COMMISSION,
NOTING the adoption, by diplomatic conferences, of the following international instruments:
1) the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78);
2) the International Convention for the Safety of life at Sea, 1974, and the 1978 Protocol thereto (SOLAS 74/78);
3) the 1975 Amendments to the International Convention on Load lines, 1966;
4) the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW 1978); and
5) the International Convention on Maritime Search and Rescue, 1979 (SAR 1979);
RECOGNIZED the importance of these instruments being adhered to and implemented by all Baltic Sea States for furthering the aims of the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1974, (Helsinki Convention),
RECOMMENDS Governments of the Contracting Parties to the Helsinki Convention, which have not yet done so, to ratify, approve, accept or accede, as soon as possible, the instruments referred to under 1)...5) above.
