Highlighted lssues Related to Construction of the Cixi Wetland Center

1 、 The Orientation of the Wetland Center
The top issue to be addressed currently is how to introduce international experience on wetlands construction and management and integrate this international experience with the realities of Cixi City in order to build an internationally prominent Cixi Wetland Center whose operation and management are sustainable over the long term.

2 、 Access control of the Wetland Center around Boundary
If mudflat harvesting activities in, and human access to, the shore area around the Wetland Center is banned, shellfish and other marine organisms should increase, thereby attracting fishermen to the area for harvesting. Since the center covers an area of 43.5km 2 ,it will be impossible to protect the whole area by fence or net. The main challenge and issue is how to restrict human access in the offshore area around the Wetland Center .

3 、 How to Attract More Birds
One of the objectives of the Wetland Center is to create a habitat for international migrating bird populations. The issue is, therefore, how to attract more birds.

4 、 Balance the Development and Conservation
While a purpose of wetland conservation is to realize sustainable development of the wetlands, this does not mean the exclusion of all development and utilization. On the contrary, better conservation can only be achieved by efficient and systematic development. Therefore, it is necessary to think about how to balance both.

5 、 Energy Saving for the Building of Environmental Education Center
A further issue regards how, through engineering design, to build the environment education center into a model for energy saving and to integrate the environmentally friendly theme of wetlands.

6 、 Ecological Restoration Technology Study
Ecological restoration technology will be needed during the design phase to ensure that attention is paid both to biodiversity restoration and to development of a high-quality habitat for wildlife and to integrate the ecological environment with the landscape.
