Terms of Reference
Project Manager

General Job Description:
The Project Manager shall be responsible for the overall co-ordination, management and supervision of all aspects of the PDF B phase of the GEF Lower Volga project. He/she will report to the National Project Director and the UNDP/Russia, and liaise closely with the chair and members of the Steering Committee in order to co-ordinate the work plan for the project. He/she shall be responsible for all substantive, managerial and financial reports from the Project. He/she will provide overall supervision for all staff in the Project Management Team as well as guiding and supervising all other project staff appointed for the execution of various project components.

Responsibilities:
The manager will be responsible for managing the day-to-day technical and administrative operations of the project. More specifically, he/she will:

  1. co-ordinate, manage and monitor the implementation of the PDF B, and especially co-ordinate the full project development work, including the Project Brief and Project Document, conducted by the Teams of experts (Activity 2), GEF expert, consultants, sub-contractors and co-operating partners,

  2. compose the Project Management Team and advise the Steering Committee on the composition,

  3. organize Steering Committee meetings,

  4. develop a Workplan,

  5. ensure effective communication with the regional authorities and their main departments in close collaboration with the Steering Committee,

  6. ensure effective communication with all stakeholder groups on the implementation of the PDF B,

  7. foster, establish and maintain links with other related national and international programmes and projects,

  8. organize consultative meetings to facilitate the implementation of the PDF B,

  9. prepare and oversee the development of Terms of Reference for project components, consultants and Team experts,

  10. organize, contract and manage the Teams of experts, and supervise their performance

  11. ensure sufficient additional funding, in close collaboration with the Steering Committee, the National Project Director and the UNDP Resident Representative/Head of UNDP Environment Unit,

  12. co-ordinate and oversee the preparation of the outputs of the PDF B,

  13. control the outputs of the PDF B,

  14. prepare and submit quarterly/monthly progress reports (technical, administrative and financial) to the SC and UNDP, and

  15. manage the project finance, oversee overall resource allocation and if relevant submit budget revisions to the SC and UNDP.

The Steering Committee will allow for effective communication and decision-making between the Project Management Team and other major actors.


Outputs:

  • Well organized project development process that yields a completed project brief within the time proscribed;
  • Satisfied sub-contractors, co-funders, and other stakeholders;
  • Consensus agreement among stakeholders on project brief;
  • Effectively translated project brief


Qualifications:

  1. Fluency in English is an asset.
  2. Must have advanced degree in related discipline and 10 years of professional experience.
  3. Must have proven experience in managing biodiversity project development efforts.
  4. Must have sufficient experience in one of the project’s subject areas to be able to contribute substantively to project development efforts.
  5. Should be familiar with GEF and its specific requirements.

 

Terms of Reference
Project Assistant

Project Assistant works under guidance and direct supervision of Project Manager. Project Assistant will be responsible for facilitating management of UNDP financial resources allocated for the implementation of the project.

In particular the Project Assistant is expected to provide project, administrative and financial support such as:

  • maintenance of project financial data;
  • classification of project financial transactions, ensuring that they are supported by the necessary authorization;
  • participate in preparation of periodic financial and progress reports as required by UNDP rules and procedures on a regular and demand basis;
  • calculation and payment of salaries, allowances, travel claims and other payments to experts and consultants;
  • preparation of correspondence, reports and justifications to answer queries regarding budget preparation, revision, audit and other financial matters;
  • Revise draft correspondence in English and Russian related to the project implementation;
  • preparation and translation of minutes of the working meetings conducted under the UNDP project;
  • participation in preparing project monitoring and evaluation reports related to the performance of the project;
  • translation during meetings.

Qualifications:

  1. Must be fluent in Russian and English;
  2. Must have higher education (economic, business, finance);
  3. Must have 2-3 years working experience
