3. STRATEGIC RECOMMENDATIONS

 

The Project strategic goal is to create a specially protected area – the state complex landscape preserve “The Dnipro River Source” and to obtain approval from the state executive bodies of the Smolensk region and the Russian Federation in coordination with environmental organizations and local governments.

 

The adequately developed river source should be listed among the tourist attractions located in the eastern part of the Smolensk region. It may include such interesting sites as Khmelita, Vysokoye (count Sheremetiyev’s Palace), Lipetsy (Zagon tract) and others.

 

Based on the analysis of the natural conditions of the area under examination and taking into account the location of populated centers, roads, tracts of forests, agricultural lands it is advisable to demarcate the proposed specially protected area within the following borders:

 

From the influx of the Dneprets River into the Dnipro River along the Dnieprets River valley upstream up to the border between the Smolensk region and the Tver region. Then the border extends north coinciding with the border between the Smolensk and Tver regions until it reaches the Viazovets River wherefrom it runs eastward up to the Korbutovka tract where it turns south and runs along the tracts of forests of the State Forestry Fund until it reaches the Dneprovets River mouth. (Dnipro River left-bank tributary).

 

Thus, the specially protected area will accommodate the sources of the Dnipro, Dneprets, Viazovets, Obscha, Kremena, Vodlivka, Rakitnia and Lussa rivers. In addition it will include the watershed area separating the basins the Black, Baltic and Caspian seas. It occupies an area of 32.3 square km. It is necessary to establish a special land management regime here by imposing a ban on land reclamation activities, peat mining and clean forest cutting.

 

The responsibility for control over and management of the protected area will be placed on the government bodies of the subjects of the Russian Federation.

 

In the future, the Project may provide the basis for creation of specially protected areas of national and international significance in the upper reaches of the Desna, Sozh and Oster rivers which will form a unified environmental network for the purpose of preserving biological diversity not only in the Russian Dnipro Basin, but also basin-wide.

 

As part of the preparation of SAP we propose establishing new specially protected areas such as nature reserves, landscape preserves and other types of protected areas.

 

The outputs of this Project will be used in the preparation of the SAP for the upper reaches of the Dnipro River. The outlines of future projects have been refined in principle and require further regional, national and international efforts.
