Is there a national database or information
system for ballast water matters? |
Yes, and this database is being updated. |
Have ballast water risk assessments been carried
out for the main ports in the country? |
It will be carried out during May-July 2010 and this will be the first step of the Chilean National Strategy. |
Is there a ballast water sampling programme
for the main ports in the country? |
Not yet. |
Are the IMO 1997 ballast water management guidelines
(A.868(20)) implemented in the country? |
Yes, through the Legal Procedure DIRECTEMAR A-51/002, which is under revision with the purpose of being fully conversant with the IMO guidelines about Ballast Water Management on board vessels. |
Are ships entering the country's ports required
to complete and submit the IMO Ballast Water Reporting Form? |
Yes, all ships entering Chilean ports must submit the Ballast Water Reporting Form to the Maritime Authority, which collect those reporting forms and later send them to Marine Environment Departament in DIRECTEMAR, in order to analyze them and put the data into the database. |
Are there any other ballast water management
requirements in your country? |
Yes, each Chilean flag vessel must present to the Maritime Authority a Ballast Water Management Plan on board, in order to be checked and approved by the authority, for a validity period of five years. |

Is the ballast water Convention implemented
through National legislation? |
No, because Chile has not ratified the Convention yet. However, Chile has enacted a Legal Procedure DIRECTEMAR A-51/002, October, 14th, 2002, which is dealing with this subject. Nowadays, Directemar has put this procedure under revision for being concordant with the IMO statements. |

3. Research and Development |
Are there research and development projects
relating to ballast water management and invasive aquatic species
in the country? |
It is starting since the present year through the Operative Committee of Invasive Species which is lead by the National Commission of Environment (CONAMA); this Committee is integrated by diferent institutions involved in control, prevention and research of AIS, among them, National Service of Fisheries (SERNAPESCA); Undersecretary of Fisheries (SUBPESCA) and DIRECTEMAR. The main objetive of this Committee is to design and implement the National Integrate Programme for Control of Alien Invasive Species and a median and long term agenda to be developed by 2015. |

No. |
Are biological surveys and monitoring for Aquatic
Invasive Species carried out in ports in the country? |
Yes, but mainly related with Red Tide phenomenon, and Harmful Algal Blooms, carried out by SERNAPESCA and IFOP (Fisheries Research Institute); taking samples in 151 stations principally distributed in southern regions of Chile; Los Lagos, Aysén and Magallanes. |

In case of exchange of ballast water cannot be carried ot due to safety related matters, it is possible to discharge ballast water following the indications below, always with the authorization of the Local Harbour Master: add 11 grs. of sodium hypochlorite or 14 grs. of calcium hypochlorite, per ton of ballast water to be discharged. |

Procedures for unacceptable ballast
water |
Ships in that conditions shall always look for a suitable place to discharge their ballast water, and they have to fulfill the following requirements:
1) to be as far away from the coast as possible considering the safety of the vessel and the crew
2) the place selected should be deep enough to ensure a fast dispersion, due to the tides and currents effect
3) be observant that the place selected should be away from all sea traffic
4) that the place where the ballast will be exchanged or discharged will be located away from submarine water intakes. |

Further information |
Chile as a Lead Partner Country is working coordinated with other countries in the region with the purpose of introducing in a harmonized way the BWM Convention, 2004. This way, the control and prevention duties will be easier in the region. |
