April 27, 2009 - The Director-General of the World Health Organization (WHO), Dr. Margaret Chan, announced today the decision to raise the influenza pandemic alert level from phase 3 to phase 4. This decision, based on epidemiological data, means that an influenza pandemic is more likely but not inevitable. To date, at least five countries have reported laboratory-confirmed cases of H1N1 swine influenza: Mexico (26 cases, with 7 deaths), the United States (40 cases, no deaths), Canada (6 cases), the United Kingdom (2 cases), and Spain (1 case).

April 25, 2009 - In response to cases of swine influenza A(H1N1), reported in Mexico and the United States of America, the Director-General of the World Health Organization, Dr. Margaret Chan, convened a meeting today of the Emergency Committee to assess the situation and advise her on appropriate responses.

Influenza-Like Illness in Mexico and the United States

The Government of Mexico has reported three separate events related to Influenza-Like Illness (ILI). In the Federal District of Mexico, surveillance began picking up cases of ILI starting 18 March. The number of cases has risen steadily through April and as of 23 April there are now more than 854 cases of pneumonia from the capital. Of those, 59 have died. In San Luis Potosi, in central Mexico, 24 cases of ILI, with three deaths, have been reported. And from Mexicali, near the border with the United States, four cases of ILI, with no deaths, have been reported.

Brotes de gripe en México y en los Estados Unidos
El Gobierno de México ha notificado tres sucesos separados relacionados con la enfermedad de tipo influenza. En el Distrito Federal de México, las tareas de vigilancia comenzaron a advertir un incremento de casos a partir del 18 de marzo. El número se ha mantenido en aumento en abril y hasta el 23 de abril ya se notificaron en la capital más de 854 casos de neumonía, de los que 59 han resultado fatales. En San Luis Potosí, en el centro del país, se han reportado hasta 24 casos y tres muertes. Y en Mexicali, frontera con Estados Unidos, se han notificado cuatro casos y ninguna muerte.

WHO Director-General has raised the level of influenza pandemic alert from the current phase 3 to phase 4.

The Emergency Committee, established in compliance with the International Health Regulations (2005), held its second meeting on 27 April 2009. The Committee considered available data on confirmed outbreaks of A/H1N1 swine influenza in the United States of America, Mexico, and Canada. The Committee also considered reports of possible spread to additional countries. On the advice of the Committee, the WHO Director-General has raised the level of influenza pandemic alert from the current phase 3 to phase 4.

A pandemic of influenza means that we have a
new influenza virus to which most people in the world either have little immunity or no
immunity and so this is different than our situation with regular influenza viruses. When
we see such a new virus, if it has the ability to infect people and if it especially has the
ability to move from person to person in a way that it is able to cause community
outbreaks, large outbreaks of infection, then we certainly have the potential for the virus
to spread from one country or one location to another.

Una pandemia de gripe significa que tenemos un nuevo virus de la gripe para el cual la mayor parte de las personas del mundo tienen una inmunidad muy leve o no tienen inmunidad alguna, por lo que es una situación distinta de la de los virus de la gripe corrientes. Cuando encontramos un nuevo virus, si tiene la capacidad de infectar a las personas y si, especialmente, tiene la capacidad de transmitirse de persona a persona de manera que puede causar grandes brotes en la comunidad, entonces ciertamente existe el potencial de que el virus se disemine de un país a otro o de un lugar a otro.
