A major outcome of the Caspian Environment Programme will be the action plan to be adopted by the five states bordering the Sea. The plan will be developed through the agreed technical analysis (Transboundary Diagnostic Analysis -TDA) which will lead to the Strategic Action Plan (SAP). Contributions to the SAP by each state will be defined in National Plans. The output from the Caspian Centre for Pollution Control is therefore of prime importance in achieving these aims. As a basis to identify areas for improving legal and regulatory measures for pollution control, CCPC undertook in phase I a brief analysis of the countries’ current legislation. The general responsibility for development of harmonised regulatory and institutional framework lies with the Caspian Centre for Legal, Regulatory and Economic Instruments. CCPC’s input to this will help to include improved pollution control measures. |
