Pre-Investment Studies

Preparatory work under PINS component resulted in the list of 100 “hot spots” of which 30 most critical “hot spots” that have been separated for the purpose of PINS into three regions of the Russian Arctic: Western (including Murmansk region and Franz-Joseph Land archipelago), Central (including Arkhangelsk region, Komi Republic and Nenetsk Autonomous Oblast') and Eastern (including Republic of Sakha (Yakutia) and Chukchi Autonomous Oblast' as well as New Siberian and Wrangel Islands (see map). A prioritized list of “hot spots” has been prepared and, where feasible, specific investments have been proposed by local private and public sector project developers/owners. Based on this work, a consolidated screening process has been conducted by the NPA-Arctic Project Office after consultations with regional authorities resulting in the selection of 5-7 specific investment projects within each of these regions. The goal of the assignment was the development of PINS for investment projects associated with priority hot spots. The Terms of Reference for regional PINS can be observed here.

Tenders for preparation of regional pre-investment studies (PINS) were held and the selection process was completed. Three lead cooperating organizations (LCO) for PINS implementation in Western (Royal Haskoning), Central (Ramboll Barnts) and Eastern (ERM Eurasia Ltd) Arctic regions were selected and contracts were signed with the bid-winners. After the contracts were signed kick-off meetings were held in Murmansk, Arkhangelsk and Syktyvkar.

To date the PINS Component has been completed in all three selected regions (western, central and eastern) of the Russian Arctic and resulted in a set of proposals for environmental investment projects (EIP/PINS) for these sectors of the Russian Arctic. Proposed EIP are strongly supported by regional and local authorities.
