Working programme for the Land-based Pollution Group (HELCOM LAND), 2010-2012

 Eutrophication

 1.  Use tools to assess the implication of different policy scenarios of nutrient inputs and the resulting eutrophication status (in collaboration with HELCOM MONAS)

      Indicate the most cost-effective measures to reduce eutrophication in the different sub areas of the Baltic Sea  based on assessment of most important pollution sources 

  • Development of scenarios for especially the agricultural sector using PLC-4 data on discharges from agricultural sector to the surface waters as basis (LAND).
  • Assess impact of the results from the input scenarios on the eutrophication status of the Baltic Sea by combining the results with ecological models showing the effects in the Baltic Sea ecosystem (MONAS).
  • Evaluation of cost effective measures in other sectors in the different parts of the Baltic Sea required to achieve good ecological status throughout the Baltic Sea area. 

2. Facilitate the establishment and implementation of national programmes to reduce nutrient inputs to the Baltic Sea 

  • Assessment of the progress of implementation of the Joint Comprehensive Environmental Action Programme
  • Establishment of nutrient reduction programmes 

3. Identify sources of airborne nitrogen pollution and propose solutions for reduction mainly by addressing decision-making in other fora.

  • Assessment of solutions for measures to reduce nitrogen pollution based on information on pollution sources, though enhancement of collaboration between HELCOM and CLRTAP and EC NEC Directive by e.g. information exchange and participation as observers in these fora and vice versa

 Hazardous substances

 1. Identify and develop measures regarding hazardous substances not covered by other fora 

  • Input to the implementation of the EC Water Framework Directive and the Marine Strategy Framework Directive

  •  Propose actions concerning HELCOM priority substances based on the findings in the HELCOM guidance documents

 2. Initiate relevant projects in Russia

  • Development of data collection strategy focussing on Russia

 3. Assess the progress and facilitate the establishment of national programmes in implementation of the HELCOM objective with regard to hazardous substances

  • Assessment of the implementation of Recommendation 19/5 (hazardous substances strategy)
  • Establish and maintain the procedure for periodic review of the HELCOM Lists of substances of specific concern and possible concern to the Baltic Sea.

 4. Investigate the need for additional measures for offshore activities

  • Evaluate the results of reports from Contracting Parties with offshore activity (HELCOM Recommendations 13/1, 18/2)

 Eutrophication and Hazardous substances

 1. Address transboundary pollution originating from sources in, inter alia, Belarus and Ukraine in order to have a stronger engagement in transboundary River Basin Management

  • Evaluation of solutions for measures to reduce transboundary pollution from  Czech republic, Ukraine and Belarus based on information on pollution sources

 2. Elaborate HELCOM measures for the effective use of BAT for industrial sectors

  • Updating of the information of BAT in relevant sectors in HELCOM Recommendation 25/2 on reduction of emissions and discharges from Industry by effective use of BAT (“umbrella recommendation”)
  • Regular update of HELCOM Recommendation 25/2, based on most updated relevant information (e.g. revision of the IPPC Directive)

 3. Coordination of national implementation of HELCOM Recommendations within the competence of LAND

  • Evaluation of implementation of valid recommendations, revision of outdated and development of new recommendations (cf. List of valid HELCOM Recommendations)

4. Follow-up of implementation of the HELCOM BSAP, to be based on NIPs

  • Update of relevant national information in the form of BSAP Index of Actions (cf. BSAP Index)

 Implementation of The Baltic Sea Joint Comprehensive Environmental Action Programme (JCP)

1. Review the List of Hot Spots according to the latest development and pollution reduction priorities leading to deletion of existing Hot Spots

  • Annual update of the HELCOM JCP List of Hot Spots, based on national information and applications for deletion of hot spots, as well as possible nominations for new hot spots

  • Update of the Criteria for inclusion/deletion of HELCOM hot spots

2. Evaluation of efficiency of the JCP and development of proposals for its continuation / modification

  • Preparation of the report on the fulfillment of the HELCOM JCP with assessment of its efficiency and proposals for its possible prolongation or modification (to be submitted to HELCOM Ministerial in 2013)
  • Compilation of the list of good examples of the implementation of the Joint Comprehensive Environmental Action Programme
