Who are the members of the Permanent Council and how are they selected?
The Permanent Council is composed of one representative of each member state, especially accredited by the government thereof, with the rank of ambassador. Each government may appoint such alternate representatives and advisers as it considers advisable and may if necessary accredit an interim representative.

The government of each member state shall advise the Secretary General of the appointment of its representative, and of the appointment of its alternate representative and advisers, and, when called for, of its interim representatives. The Secretary General shall, in turn, inform the Permanent Council whenever a member state accredits a new permanent representative to the Organization.
