General Information

The level of the Caspian Sea is changing. It has risen so fast in recent years that manypeople are worried about increasing flood risk and whether there is adequate flood protection. Coastal zones include valuable housing, industry, oil installations and port infrastructure.

The Centre for Water Level Fluctuation has a key role to play in providing information to the States bordering the Sea on the likely long, medium and short-term changes in the water level. The Centre also coordinates monitoring systems and flood preparedness planning.

Previous investigations made considerable progress in understanding the mechanisms by which the sea level rises and falls. Using this knowledge there are now mathematical models available to track and predict the changes.

There are still some areas of uncertainty. Technical investigations must continue, alongside the development of proposals for new research and some institutional changes necessary to improve the water level advisory service.
