The SEA-RLC is a regional initiative of the global GEF-funded International Waters project - IW:LEARN.

The SEA-RLC is hosted by the Southeast Asia START Regional Centre (SEA START RC) at Chulalongkorn University, Bangkok, Thailand.SEA START RC is the Southeast Asia regional node of the international START programme - the SysTem for Analysis, Research, and Training - co-sponsored by the International Human Dimensions Programme of global environmental change (IHDP), the International Geosphere-Biosphere Programme (IGBP), and the World Climate Research Programme (WCRP).

START is a non-profit, non-governmental organisation that seeks to establish and foster regional networks of collaborating scientists and institutions in developing countries.
