Colombian Government, through its Foreign Affairs Minister, requested ACOPS to proceed with OSI II

in Cartagena de Indias in July 2006.  Dr Viktor Sebek has since set up a separate structure to co-ordinate this activity.

A novel undertaking in the advancement of international relations for the promotion of security, in and through the world’s oceans and coasts.
