Preliminary and Complementary Financing for EU-Funded Environmental Projects

The main aim of the report was to provide an overview of preliminary and complementary financing sources for EU-funded environmental projects in EU-27 countries. It contains an overview of public preliminary and complementary financing schemes; an analysis of the role of international financing institutions (IFIs) in providing co-financing and bridging funds; and a review of the commercial banking sector's involvement in financing environmental projects. The influence on preliminary and complementary financing of the State Aid Regulation and the methodology of cost-benefit analysis is also presented. The report considers EU funds to comprise the European Regional Development Fund, European Social Fund and Cohesion Fund under the Cohesion Policy. The report covers 2006 and looks ahead to the 2007-2013 programming period. It is aimed at EU fund managers and beneficiaries of EU support in the EU-27.
