This document represents the strategic guidance that signatory governments — together with the Board of Directors and the General Assembly — gave the REC for the period 2006 to 2010. The strategy was discussed and endorsed at the 15th anniversary of the foundation of the REC in June 2005.
The strategy does not represent a comprehensive work plan. Rather, it defined the priority issues on which the REC was to focus during the next five years.
The strategy for 2006 to 2010 envisaged a continuation of the donor community assistance provided to Central and Eastern Europe through REC programmes. It built on the Joint Conclusions of the Ministers of Environment from the 10th anniversary of the REC in 2000; followed up directions given in the strategy paper ″The Role of the REC after 2004″; outlined the continuation of work carried out under the strategy for 2000 to 2005; and duly reflected the strategic review and organisational restructuring undertaken in 2003/2004.
The document was drafted under the continuous guidance of the REC′s Board of Directors, taking into consideration discussions at the General Assembly in 2004 and the comments and suggestions of the senior officials/signatories.
The aim of the strategy for 2006 to 2010 was to allow the REC to take a fresh look at the opportunities offered by the organisation to create partnerships centred on environmental issues that ultimately promote peace, social justice and the preservation of our region’s natural and cultural heritage.
