THE Second Meeting of the Interim Commission Council (ICC) of the Yellow Sea Large Marine Ecosystem (YSLME) Phase II Project was held in Dalian, PR China, March 27-28, 2018.
Forty-five representatives attended the meeting representing the governments of PR China and RO Korea, United Nations Development Programme (UNDP), United Nations Office for Project Services (UNOPS), members of the Regional Working Groups from the two countries and observers from the academia, regional seas programs, and non-government organizations. At the end of the meeting, Heads of the two delegations signed the summary report for implementation by the Secretariat.
The Meeting endorsed nominations for Chairs and Vice Chairs of the six Regional Working Groups (RWG) by PR China and RO Korea in accordance with the rules of procedure and terms of reference of the Interim Commission Council and recommendations of the RWG meeting on Governance in December 2017. The two countries agreed to maintain a roster of experts for each RWG so as to allow memebers relevant to topics/subjects to participate in its meetings.
Task Forces to be in place to help institutionalize the YSLME Commission
The meeting agreed to set up two task forces under the RWG-Governance to institutionalize the YSLME Commission – the Task Force on Rules of Governance and the Task Force on Sustainable Financing. The terms of references for the two task forces were approved, along with revisions to the qualifications for members of Task Forces to allow more rooms to hire experienced officers from governmental sectors. The Secretariat was also advised to expedite recruitment process of Ocean Governance Specialist and Financing Specialist with assistance of UNOPS and in close consultaiton with the RWG on Governance.
Project Extension to December 31, 2019, was endorsed
The meeting reviewed the proposed two-year workplan 2018-2019 proposed by the PMO in accordance with the request of PR China. Considering the need for an immediate approval of the extension request by UNDP, the meeting approved the proposal of the PMO.
The meeting also approved the procurement plan prepared in line with the revised two-year work plan for 2018-2019. The council requested the Secretariat to closely monitor its implementation of the projects.
