Cook Islands

Compiled by the SPREP IRC and Library the Pacific Environment Information Network [PEIN] Country Profiles are a browsable compilation of country profiles , national environment reports , technical reports and academic literature for the countries of the Pacific Islands. The intention of the PEIN Country Profiles is to provide a browsable access point for the range of environmental indicators and country documents produced under the various environment programmes in effect in the Pacific. Contributions of documents, whether in hardcopy or digital form are welcome and can be sent to irc@sprep.org .

SUSTAINABLE USE AND MANAGEMENT OF OUR NATURAL RESOURCES AND ENVIRONMENT

Cook Islands natural environment provides the foundation for the long term economic and social well being of the people. Its key economic sectors, tourism, pearl industry as well as tuna fisheries, are directly dependent on a healthy and dynamic ecosystem that support these activities.

The physical beauty and the quality of the terrestrial and marine environments of the Cook Islands is one of the main attractions for tourists. To achieve and maintain the desired growth in tourism, and other sectors, the people of the Cook Islands also need to find ways in which the land and other resources can be easily mobilized for economic use, while recognizing the communal and property rights of the traditional owners and maintaining biodiversity and environmental quality. Whilst advocating economic development and environmental conservation on a national scale, an island specific management approach is important if expected outcomes can be realized.

Compounding these challenges is the presence of different agencies with overlapping responsibilities with little, or in some cases no sharing of information, and or coordination of efforts. Critical issues are not addressed and if addressed, at times even duplication of efforts is found. Limited availability of quality information and empirical data further adds to the complex challenges of natural resource and environment management.

Overall, the lifelines of the national economy and the wellbeing of the current and future generations cannot be assured without the country developing national capacity and adopting an integrated and balanced and appropriately coordinated approach to economic and social development and environmental management and good governance practices, involving all stakeholders.

Proportion of households with secure tenure owning their land outright - 59.6%

Number of protected natural areas - 39

Ratio of area protected to maintain biological diversity to surface area - 15.3%

Pearl exports - $3.5 m

Fish exports - $5.1 m

Proportion of population with sustainable access to improved water source in Rarotonga - 99.2%

Volume of wastes going to landfill - 25 tonnes per week

Volume of aluminum cans, and plastic bottled recycles - 20 tonnes per year

Proportion of urban and rural population with access to improved sanitation - 80% of households have flush toilets

CHALLENGES:

• Lack of a balanced ecosystem based marine resource management strategy.

• Lack of a stakeholder driven sustainable pearl industry and diversified inshore fishery.

• Reduced agricultural and livestock production thus increasing reliance on imports and reducing consumption of safe and nutritious foods.

• Limited promotion of conservation of biodiversity and natural resources on all islands.

• Increased risk of introduction and establishment of foreign plant and animal pests and diseases.

• Lack of coordinated intersectoral management of natural resources and environmental issues, including biodiversity conservation, wastes and water management, climate change mitigation and adaptation and coastal zone management.

• Lack of a national strategy to increase efficiency in energy use and the use of financially viable renewable energy sources.

The Conference on Small Island Developing States (Barbados Conference, 1994) highlighted the importance of island biodiversity as an ecological corridor linking major areas of biodiversity around the world. The conference called for international co-operation and partnership to support the Small Island Developing States (SIDS) in their efforts to conserve, protect and restore their ecosystems. The Barbados Plan of Action recognizes the importance of the coastal zone as a source of subsistence and economic development.

The United Nations Conference on Environment and Development (UNCED, 1992) and the Rio Declaration highlighted the need for sustainable development-socially responsible economic development that protects the resource base and the environment for the benefit of future generations. The Convention on Biological Diversity (CBD), which was one of the outcome instruments of the UNCED process, also highlights the need for conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources.

The United Nations Convention to Combat Desertification is an agreement to combat desertification and mitigate the effects of drought through national action programs that incorporate long-term strategies supported by international cooperation and partnership arrangements.

The United Nations Framework Convention on Climate Change (UNFCCC,1992) is concerned with global warming and the consequent rise in sea levels that may result in the flooding of coastal areas, and submerging islands, which could adversely affect coastal communities. The treaty aims at reducing emissions of greenhouse gas in order to combat global warming. Although the treaty as originally framed set no mandatory limits on greenhouse gas emissions for individual nations and contained no enforcement provisions; it did include provisions for updates (called "protocols") that would set mandatory emission limits. The principal update is the Kyoto Protocol.

The WSSD Plan of Implementation calls for the management of the natural resources base in a sustainable and integrated manner. In this regard, to reverse the current trend in natural resource degradation as soon as possible, it is necessary to implement strategies which should include targets adopted at the national and, where appropriate, regional levels to protect ecosystems and to achieve integrated management of land, water and living resources, while strengthening regional, national and local capacities.

The Johannesburg Declaration and the Plan of Implementation arising from the World Summit for Sustainable Development (WSSD, 2002) reconfirmed the commitment of States to advance and strengthen the interdependent and mutually reinforcing pillars of sustainable development-economic development, social development and environmental protection-at the local, national, regional and global levels.
